HomeMy WebLinkAbout04-10-07Board’s Official Business Highlights from Monday’s Commissioner Meeting April 10, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. The Board should have a public hearing on draft #5 of the No Shooting Area (NSA) Ordinance before they approve it; the majority of the comments at the hearings were against the Board initiating the process to establish an NSA and in doing this, the Board appears to be granting itself authority with no checks or balances; concerns were expressed about the influence of the Washington Environmental Council on the Critical Areas Ordinance; there was a question about the appearance of fairness on the Planning Commission appointments; several people mentioned how much time and money the County has spent dealing with appeals from environmental groups from outside the County; several people commented on a public records request proposal that was presented; the Board should allow 60 minutes for public comments when necessary; the County needs to develop a process to help factions find some common ground on County issues; the Board should address the issues that people bring up during the Public Comment Period because it is frustrating when citizens don’t get any feedback; the residents in Quilcene have PUD water and now they need a reservoir to be able to maintain fire flow; and the Dosewallips River Road into the National Park has been washed out for five years and nothing is being done. CONSENT AGENDA: The No Shooting Area Ordinance was deleted and the balance of the Consent Agenda was approved. RESOLUTION: Hearing notice regarding supplemental budget appropriations for various county funds; hearing scheduled for Monday, April 23, 2007 at 10:30 a.m. BID AWARD: 2007 pavement markings on various County roadways with Specialized Pavement Marking, Inc. 6 AGREEMENTS: 1) Anderson Lake Road paving with Ace Paving Co., Inc.; 2) Derelict vessel removal and disposal with DNR; 3) Administration of CDBG Regional Microenterprise Development Grant for the Olympic Microloan Fund with ShoreBank Enterprise Cascadia; 4) Prepare coastal processes assessment and soft shore protection and design for the MRC with Jim Johannessen dba Coastal Geologic Services, Inc.; 5) 2007 Hotel-Motel Grant Funding with Jefferson County Historical Society, and; 6) 2007 operation of the Gateway Visitor Center with Jefferson County Historical Society PAYMENT OF PAYROLL WARRANTS: Dated April 5, 2007 Totaling $667,626.95 CERTIFICATES OF APPRECIATION: Twenty Years of Outstanding Service to the Citizens of Jefferson County for Bonny S. Kimball and Donald W. Kimball DESIGNATION LETTER: Formally designating Jefferson County’s Claims Administrator with Washington Counties Risk Pool LETTER EXPRESSING CONDOLENCE: For the loss of Mary McQuillen to her Family NO SHOOTING AREA ORDINANCE: The No Shooting Area Ordinance was approved with revisions. Later in the day, it was determined that the section repealing and replacing the 1995 ordinance had been left out of the ordinance. A revised ordinance will be on next week’s agenda. SERVICES AVAILABLE FOR LOCAL VETERANS: Three important services available through the State DVA include: •An Incarcerated Veterans Program to shorten sentences and get veterans into rehabilitation paid for by VA funds. •The Veteran’s Innovations Program gives emergency assistance, job training, and grants for licenses to State citizens deployed out of the National Guard and the reserves who have returned. •Monthly benefits for elderly veterans or their widows at poverty level that would could help them stay in their homes. WRIA 20 WATERSHED MANAGEMENT PLAN: WRIA 20 falls within Jefferson and Clallam County and covers the Solduck and the Hoh river basins. There are six initiating governments taking part in the planning: Jefferson and Clallam County, the City of Forks, the Makah Tribe, the Quileute Tribe and the Hoh Tribe. The Planning Unit should approve the plan within a few months and then the counties are required to hold public hearings.
