HomeMy WebLinkAbout04-24-07Board’s Official Business Highlights from Monday’s Commissioner Meeting April 24, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. The Board should not be leading the audience in the Pledge of Allegiance; the numbers of salmon are decreasing because of seals who eat them when they migrate to rivers to spawn and because the fish hatcheries block off streams; several people commented on the EIS consultant selection process for the Pit- to-Pier project; Jefferson Transit should change their schedules, especially in the South County, to accommodate people that have to work at 8 a.m. and leave work at 5 or 6 p.m.; the reason farms are disappearing is because the farmer’s children don’t want to continue farming; what is the justification to prove that the recent fee ncreases at DCD are appropriate?; a businessman in the County received a survey from the County that asks for information that could be used against the business in enforcement issues; the County needs to treat everyone the same regardless of their position on an issue; and comments were made about several monetary awards for County claims. CONSENT AGENDA: The Tourism Coordinating Council Bylaws were deleted and the remainder of the items on the Consent Agenda were approved. AGREEMENTS: 1) Emergency Management Grant Assistance Funds amending the date for training workshop with State Military Department; 2) Chip seal roads on public rights-of-way in Irondale Acre Tracts with Tukey Investments, LLC; 3) Chimacum Creek Clean Water Project with Washington State Department of Ecology; and, 4) Imaging and preservation of Jefferson County records with State Office of the Secretary of State Division of Archives and Records Management PAYMENT OF COUNTY VOUCHERS AND WARRANTS: Dated April 13, 2007 totaling $298.08; dated April 16, 2007 totaling $333,868.71 PAYMENT OF A/P WARRANTS: Done by Payroll dated April 17, 2007 totaling $134,159.43 ADVISORY BOARD REAPPOINTMENTS: James (Bonzo) A. DeLeo, Richard A. Broders, and William S. Marlow to 3 Year Terms on the Jefferson County Board of Equalization; and Thomas Hagen to a 5 Year Term on the Jefferson County Library District Board of Trustees DOSEWALLIPS WATERSHED PLANNING UPDATE: The Hood Canal Coordinating Council is the lead agency for the Salmon Recovery Plan that was adopted by the State. On May 10 a public meeting is scheduled with Brinnon residents to discuss their interest in working on salmon recovery projects. Several projects have been proposed that can receive State funding. E-911 FUNDING BOND: The Chair signed the documents necessary to finalize the $2,560,000 bond for improvements to the E-911 system. BUDGET HEARING: After hearing public testimony, the Board approved the first quarter supplemental budget extensions/ appropriations. The majority of the requests were to compensate for the increase in the State retirement benefit paid by the County. PARKS AND RECREATION 2006 ANNUAL REPORT: The Parks and Recreation Department’s 2006 theme was “The benefits are endless.” The report included an overview of County parks and fields including conservancy sites, freshwater access, saltwater access, campgrounds, playgrounds, sports fields, courts, and trails. There are no fees for passive use. Programs, staffing, finances and revenue were also discussed. SELECTION PROCEDURES FOR THE PREPARATION OF THE PIT-TO-PIER EIS: The County’s goal is a mutually agreeable contract. Staff’s duties and responsibilities (in the Jefferson County Code) regarding the selection process were reviewed. The history of the process was explained, including the reason that three of the consultants who had responded to the RFP were re-interviewed. The County thinks it would be best to have an “attorney component” on the consultant team.
