Highlights from Monday's Commissioner Meeting May 14, 2007
PUBLIC COMMENT PERIOD: The following comments were
made: A request for an explanation of how the County plans
on funding the sewer system in Port Hadlock; the
Commissioners should work with insurance companies to
review the risk of high fire dangers in Jefferson County; Jim
Fritz should be recognized and possibly reimbursed for his
volunteer efforts in filming the Planning Commission meetings
and Critical Area Ordinance Committee meetings at his own
expense, thereby encouraging public participation and
discouraging policy making behind closed doors; at the last
Critical Areas Ordinance Committee meeting a motion was
made to request that the County reimburse Mr. Fritz for his
service to the Committee; concerns about the legal advice
given to the Critical Areas Ordinance Committee and Planning
Commission regarding the scope of their discretion; Concerns
about MLA07-04 inventory land bank survey process; the
County Commissioners need to adopt a noise control
ordinance so law enforcement can take appropriate action to
insure property owners can enjoy their property and that their
rights are not violated; the County needs to insure that
meetings and hearings are scheduled in rooms that can
accommodate all citizens interested in attending; Better
planning, on the County’s part, in scheduling the location of
meetings and hearings would save citizens time, and before
considering a noise ordinance the County Commissioners
need to review many factors.
CONSENT AGENDA: The Board approved the Consent
Agenda items as presented.

ADVISORY BOARD RESIGNATION and APPOINTMENT:
Jefferson County Marine Resources Committee; Resigning
Member Clair Candler and New Regular Member Hyatt Barnes
to fill a remaining term expiring February 26, 2009
COMMISSIONERS/COUNTY ADMINISTRATOR’S BRIEFING
SESSION: John Fischbach reported on the following:
- In response to a public comment made about scheduling
meetings in rooms that will accommodate citizens interested in
attending he explained that last Friday the Hearing Examiner
held a hearing in the Chambers which drew a number of
citizens that exceeded the maximum capacity for that room.
When it was brought to his attention, the hearing was moved to
the larger Superior Courtroom facility in order to accommodate
public interested in attending. He will ask the Fire Department
to re-examine the room capacity for further clarification.
- At 1:30 p.m. the Commissioners will be meeting with a
representative from the Housing Authority about their request
to forgive a loan to them from the County made in 2002.
- Commissioner Austin will be attending the Olympic
Experimental Forest meeting on May 23, 2007.
- Commissioner Austin suggested dividing the tasks for the
WSAC conference between each Commissioner.
Commissioner Johnson is interested in serving on the
Legislative Steering Committee for WSAC.
- Commissioner Austin would like a discussion in the future
about the noise ordinance issue.
PLANNING COMMISSION RECOMMENDATION re: 2007
Comprehensive Plan Suggested Amendments and
Recommended Final Docket: Planning staff explained that
there are three (3) suggested amendment proposals on the
Preliminary Docket and nine (9) site-specific amendment
applications which are automatically placed on the Final Docket.
The Board concurred not to accept the Planning Commission’s
recommendation and to hold its own hearing on the Final
Docket for the Comprehensive Plan.
BID OPENING and AWARD Re: Sale of Certain Surplus
County Personal Property: Central Services Director Allen
Sartin opened and read the single bid received from Mike
Belenski for the sum of $25.00. The Board took action to
accept and award the bid to Mike Belenski.
REQUEST TO FORGIVE LOAN: The Board met with a
representative from the Housing Authority to discuss their
request to forgive a loan to them from the County made in 2002.
A resolution will be drafted outlining certain requirements for
forgiving the loan and will be brought back to Board at a future
meeting.
