Highlights from Tuesday’s Commissioner Meeting May 30, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: A junk car
has been abandoned on some County
property in Quilcene; the Quilcene water
system requires a reservoir for the fire
hydrants; the availability of $30 coupons to
clean up junk cars should be publicized more
in order for people to take advantage of it;
there is a rumor that the County’s General
Fund reserves have declined this year, and
people are saying that it is only a matter of
time before Port Townsend Paper Company
closes the mill; a constituent thanked the
Board for doing a good job; and concerns
were expressed about the responsibility and
process for bonding newly elected officials.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved:
4 RESOLUTIONS: 1) Authorizing the
Prosecuting Attorney’s Office to satisfy two
judgment liens in exchange for payment of
$4,067.20; Jefferson County vs.
Wright/Blanchard, Case No. 05-2-00426-5;
2) Designating persons with authority to sign
documents for the Dosewallips Floodplain
Acquisition Project Phase II; 3) Forgive loan
to Jefferson County Housing Authority; and,
4) Joint resolution of the Board of County
Commissioners and the Port Townsend City
Council to commit to addressing energy use
and climate change/global warming
4 AGREEMENTS: 1) Mutual benefit from
performing certain work and obtaining use of
materials and equipment with Jefferson
County Fire Protection District #1; 2) Site
clean up of property located on Four Corners
Road (Parcel No. 001333013) with Tri Area
Contracting; 3) Amendment to Coordinated
Prevention Grant with Washington State
Department of Ecology; and, 4) Design a
clean water district based on the adopted
Surface Water Management Plan with
Xenobiota Consulting
PAYMENT OF COUNTY VOUCHERS AND
WARRANTS: Dated May 21, 2007 totaling
$377,553.16
FINAL SHORT PLAT APPROVAL: Two-Lot
Short Plat located at 465 Windridge Road in
Chimacum; Alexander & Barbara McTavish
ADVISORY BOARD RESIGNATIONS:
Kathleen Emmerson from the Jefferson
County Tourism Coordinating Council and
Jefferson County Lodging Tax Advisory
Committee
ADVISORY BOARD APPOINTMENTS: Joy
Baisch and Linda Tudor to represent
Brinnon/Quilcene, Kathie Sharp and Dan
Youra to represent Port Ludlow, and Frances
Rawski to represent Port Hadlock on the
Jefferson County Tourism Coordinating
Council
LETTER OF SUPPORT: For Housing
Rehabilitation Grant Application to US
Department of Agriculture for Olympic
Community Action Program (OlyCAP)
LODGING TAX ADVISORY COMMITTEE
APPOINTMENT: The Board appointed Joy
Baisch to the LTAC representing the Tourism
Coordinating Council.
PLANNING COMMISSION RECOMMEND-
ATION REGARDING UGA: The Planning
Commission held a public hearing on
proposed revisions to the Comprehensive
Plan and UDC amendments regarding the
Irondale/Port Hadlock UGA that will bring the
County into compliance with three Western
Washington Growth Management Hearings
Board orders. The Board reveiwed their
recommendation and a draft ordinance that
still needs review by the Deputy Prosecuting
Attorney. If the Board accepts the Planning
Commission’s recommendation, another
public hearing will not be necessary.
PUBLIC INFRASTRUCTURE FUND BOARD
APPOINTMENT: The Board appointed Bill
Irwin to represent Commissioner District 3 on
the PIF Board in place of Kathleen
Emmerson.
