HomeMy WebLinkAbout07-03-07Board’s Official Business Highlights from Monday’s Commissioner Meeting July 3, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. Walmart has a complaint with the World Trade Organization that building ordinances, height restrictions, and square footage restrictions are an illegal restraint of trade and should be removed; the Bill of Rights was developed to protect citizens from governing authority; the Olympic Stewardship Foundation was formed because many landowners haven’t been represented in County decisions that affect the use of their land, their short term goal is 2,500 members and they want landuse policy to be effective, reasonable, fairly applied, and developed in direct response to the need of the local circumstances; the Board has dis- cussed enacting a clean water assessment on all parcels of property in the County that would be used specifically to clean up the shoreline; a Planning Commission member may be affiliated with a foundation that donates money to the Washington Environmental Council (WEC) and the WEC is suing the County; the Commissioner’s Chambers should have a webcam so citizens can watch the meetings online; and recent terrorist attacks show the need for the type of training that Security Services Northwest provided. CONSENT AGENDA: All of the items on the Consent Agenda were approved: RESOLUTION: Supporting the Oil Pollution Prevention and Response Act of 2007 2 AGREEMENTS: 1) Project management for Radio Infrastructure Rebuild Project for JeffCOM with Sparling, Inc., and 2) Professional services for the Grand Opening Ceremony for the Clocktower and Courthouse Site Master Plan Projects with Anne Sears & Associates PAYMENT OF VOUCHERS/WARRANTS: Dated June 25, 2007 Totaling $255,460.48 and June 27, 2007 Totaling $3,050.55 BOCC BRIEFING: The County Administrator discussed the following items: •Environmental Health plans to submit a grant application to the DOE today that would fund a portion of the expenses for the Beckett Point sewage system project. •Both Anderson Lake and Lake Leland are closed due to blue-green algae. Public Health is recommending that people not swim in the lakes or drink the water, that fish be cleaned throughly and that pets stay away from the water. •The Tri Area Teen Resource Center at Chimacum High School has approxi- mately 160 active participants. On June 11, the Board took action to approve $5,000 in funding for the center if there were more than fifty participants. The funding request was for $10,000 and the Board asked that the high school be contacted to see if they could match the County’s $5,000. The school has indicated that they don’t have the funds for the match. •The NACo Drug Program provides discounts on prescription drugs for County residents who don’t have insurance for drugs. The program should be available soon. •Per statute, the State Department of Revenue doesn’t have to pay interest on the money that they owed the County for the Public Infrastructure Fund. LETTER OF SUPPORT FOR OLYMPIC DISCOVERY TRAIL: The Board signed a letter to Congressman Dicks regarding the work currently being done on the Olympic Discovery Trail in Jefferson County and asking for funding opportunities that his office may be able to provide to help the project move ahead. ORDINANCE REGARDING UGA: The Board signed the ordinance on proposed revisions to the Comprehensive Plan and UDC amendments regarding the Irondale/Port Hadlock UGA. The Planning Commission and DCD staff recommended approval. The deadline for the legislative adoption of the changes is July 3. AGREEMENT: The Board approved an agreement with Fred Hill Materials acknowledging that FHM will pay for preparation of the draft and final Environmental Impact Statement and a staff report by the consultant on the Pit to Pier Project.
