HomeMy WebLinkAbout07-24-07Board’s Official Business Highlights from Monday’s Commissioner Meeting July 24, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. Baker Street is an unimproved road in the Shine Plat that should be improved and maintained by the County; the Fred Hill Materials quarry in Shine is currently operating through the night and the noise makes it difficult for people to sleep; when is the County going to adopt a noise ordinance?; and a suggestion was made that 3,000 square feet should be the maximum square footage for a house in the County except in Port Ludlow and Port Townsend. CONSENT AGENDA: All of the items on the Consent Agenda were approved. 3 RESOLUTIONS: 1) Appointing the Central Services Director to determine the rates for the Equipment Rental & Revolving Fund; 2) A policy for closing the Courthouse due to strong winds; and, 3) Clarifying the Clerk of the Board duties and establishing policies regarding the business processes of the Commissioners’ Office AGREEMENTS: 1) Funding for Reducing Underage Drinking (RUAD) with State Department of Social and Health Services, Division of Alcohol and Substance Abuse; 2) Meeting and program space for County departments with Washington State University Extension; 3) Amendment No. 3 to 2007-2011 Consolidated Contract for health services with State Department of Health; and, 4) Amendment to agreement for childbirth education with Carol Hardy MEMORANDUM OF AGREEMENT: Hoh River Knotweed Control with 10,000 Years Institute PAYMENT OF VOUCHERS/WARRANTS: Dated July 16, 2007 totaling $1,135,947.40 and July 17, 2007 totaling $2,774.65 PAYMENT OF PAYROLL WARRANTS AND A/P WARRANTS: A/P Warrants Done by Payroll Dated July 6, 2007 totaling $136,615.38 ADVISORY BOARD APPOINTMENTS: Kevin Earl, Resort at Port Ludlow; Jamie Hodgson, Kalaloch Lodge; and William Tennent, Jefferson County Historical Society to three year terms on the Jefferson County Lodging Tax Advisory Committee LETTER: To the Skokomish Tribe regarding Beckett Point in Discovery Bay STATE DEPARTMENT OF NATURAL RESOURCES REPORT: Due to a lawsuit that stopped the Tarboo sale, the County did not receive timber revenue from State forest lands in the first quarter of 2007. The court’s decision is still pending. The 2008 fiscal year begins in July and timber sales in Jefferson County are estimated at $1.3 million in revenue. The County receives approximately 32% of this amount. DNR has instituted a new program to identify and remove derelict vessels. Currently they are taking inventory of these vessels and identifying boats that don’t have mooring buoy permits. The creosote removal program is still moving forward. SURPLUS PROPERTY HEARING: After the hearing the Board approved the sale of County surplus property at Stokes Auction. The surplus property consists of cars, trucks and other shop equipment. BUDGET HEARING: After the hearing, the Board approved the requests for supplemental budget appropriations and extensions for various County funds as submitted. NORTH PACIFIC COAST LEAD ENTITY: The NPCLE is a lead entity recently created by the State Department of Fish and Wildlife to address Salmon restoration projects proposed in WRIA 20. The area covered by NPCLE includes the Hoh, Quileute, and Goodman water basins. The Board signed a letter of support for the formation of NPCLE and endorsing the withdrawal of West Jefferson County from the former lead entity.
