HomeMy WebLinkAbout08-07-07Board’s Official Business Highlights from Monday’s Commissioner Meeting August 6, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. The Olympic Farm Bureau requested that the County mail public hearing notices to all property owners who will be affected by the Critical Areas Ordinance; several people voiced concerns about the proposed Clean Water District fees; the County needs to have a representative at Puget Sound Partnership meetings; concerns were voiced about the expansion at Indian Island, the way the Indian Island protester’s court cases were handled, and the outdated ammunition that was recently trucked off the island; the Economic Development Council should be the Associated Development Organization for the County; concerns were expressed about the proposed equestrian park near the transfer station; the 4-H program in Quilcene and Brinnon has done a lot to help the kids; the County should regulate runoff from houses and yards that pollutes the saltwater; and, a comment was made about redacting personal information from documents and public records requests. CONSENT AGENDA: All of the items on the Consent Agenda were approved. 3 RESOLUTIONS: 1) Agreeing to hold harmless, defend and indemnify a firm known as E. D. Hovee and its agents, employees or directors against any claim arising from the disclosure pursuant to a Public Records Act request for questionnaires relating to the Jefferson County business needs questionnaire summary report of May 2007; 2) Naming a private road Retreat Lane; Carl & Sheila Peterson, Petitioners; and, 3) Cancellation of unclaimed warrants HEARING NOTICE: Intent to change the name of a portion of a private road from McKinley Street to Graceland Way; Proponent, Tukey Investments, LLC; Hearing scheduled for Monday, August 20, 2007 at 10:00 a.m. in the Commissioners Chamber AGREEMENTS: 1) Network Support with Vineyard IT Solutions; 2) Evaluation of Information Services with Total Recall, Inc.; 3) Amendment to Professional Services Agreement for the Grand Opening Ceremony for the Clocktower and Courthouse Site Master Plan Projects with Anne Sears & Associates; 4) Court Appointed Special Advocate - Guardian Ad Litem funding for juvenile dependency cases with State Administrative Office of the Courts; 5) CZM Grant funding for administration of Northwest Straits Action Projects with State DOE; 6) Collective Bargaining Labor Agreement; January 2007 through December 2010 for Sheriff’s Administrative Staff and JeffCom with Teamsters Local Union #589; 7) Managed Pharmacy Benefit Services - NACo Prescription Card Program with Caremark PCS Health, L.P.; 8) Consultant services for completion of SEPA review and analysis for the 2007 Comprehensive Plan Docket with Cascadia Community Planning Service; 9) Physician Services for Public Health with CIGNA; and, 10) Community Service Family Support Grant with State DSHS FUNDING APPROVAL: To proceed with the building construction phase of the Correction Center HVAC Replacement Project PAYMENT OF VOUCHERS/WARRANTS: Dated July 23, 2007 totaling $360,864.31 and July 30, 2007 totaling $203,805.63 PAYMENT OF PAYROLL WARRANTS AND A/P WARRANTS: A/P Warrants Done by Payroll dated July 20, 2007 totaling $98,297.52 and A/P warrants done by Payroll dated July 20, 2007 totaling $18,198.28 ADVISORY BOARD RESIGNATION: Nora Caldwell from Noxious W eed Control Board VETERAN’S CONSERVATION CORPS: This program trains veterans to work on habitat restoration projects and has been very effective on the West End. They want to expand it to include veterans in East Jefferson County. AUTHORIZATION TO SELECT ADO: The Board approved a recommendation to designate WSU as the Associated Development Organization for the County. AMENDMENT TO WEC AGREEMENT: The Board directed that outside counsel sign the Third Amendment to the Second Settlement Agreement with Washington Environmental Council extending the time frame for adoption of the Critical Areas Ordinance from October 15, 2007 to January 18, 2008.
