Highlights from Monday’s Commissioner Meeting August 14, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens. The Board
was invited to attend Security Services
Northwest’s 30th year anniversary picnic;
pollution in Puget Sound comes from
automobiles, run-off from gardens and lawns
and drugs, detergents, and cleansers that
people put down their drains; a suggestion that
County Jail work crews be used to help
eradicate tansy ragwort on roadsides before it
goes to seed; how does a citizen with an issue
get scheduled on the Board’s agenda?; it is
illegal to poll the commissioners separately;
and who decides when the Clerk of the Board
has to be present during the Commissioners’
meetings?
CONSENT AGENDA: All of the items on the
Consent Agenda were approved.
3 RESOLUTIONS: 1) Extending a non-
exclusive franchise on County road rights-of-
way to Millennium Digital Media; 2) Naming six
roads; 1) Jacobsen Drive; 2) Goldenview Drive;
3) Idlewood Lane; 4) N. White Fir Lane
(Northerly of Idlewood Lane) and S. White Fir
Lane (Southerly of Idlewood Lane); 5) Sweet
Home Road; 6) Shadowbrooke Lane; and, 3)
Delegating authority to determine what County
staff have access to the safe deposit box
leased from Frontier Bank
AGREEMENTS: 1) Lease of safe deposit box
with Frontier Bank (Replaces Agreement Approved
May 21, 2007); 2) Monitoring of Anderson Lake
with State Parks and Recreation Commission;
3) H.J. Carroll Park Third Field Project
Landscape Architecture Services with JGM
Landscape Architects; and, 4) Peer review
services for Transfer Station Master Plan with
Gingi Cabot
ROAD VACATION RECOMMENDATION:
Approval of request to vacate a portion of
Roosevelt Street lying between Tracts 34 and
35 of Irondale Acre Tracts; Richard and
Carolyn Wasteneys, Petitioners
HEARING EXAMINER DESIGNATION:
Designation of Port Ludlow Appellate Hearing
Examiner Preferred Consultant; Phil Olbrechts,
Ogden Murphy Wallace, PLLC

LETTER: Promulgation of an Instream Flow
Rule for the Quilcene-Snow W atershed (WRIA
17) to Jay Manning, Director of State DOE
COMMISSIONERS BRIEFING SESSION: The
County Administrator updated the Board on the
following items:
•The County received formal notification
from the State DOH of the conditional
approval of the Port Hadlock UGA Sewer
System Plan.
•Using banked capacity has been
mentioned this year. He gave the Board
a document comparing property taxes
levied with and without banked capacity
based on 2006 and collected in 2007 for
selected tax area codes.
•He will be meeting with the Undersheriff
this week regarding the proposed
Seventh Day Adventist Camporee in
Discovery Bay. The County’s decision
should be issued next week.
•The County isn’t able to provide an on-
call attorney for the Planning
Commission. The Director of
Community Development will contact the
Prosecuting Attorney when the Planning
Commission asks for a legal opinion.
•The attempt at mediation at Port Ludlow
was not successful. The next step in the
process is to contract with the Appellate
Hearing Examiner preferred consultant.
•The Water Team’s meeting this week
includes a discussion with the Treasurer
and the Assessor regarding the
proposed Clean Water District and
funding options.
•A County/City of Port Townsend meeting
is scheduled for August 27.
OPEN REQUEST FOR PROPOSALS: The
County received responses to the Moderate
Risk Waste Transportation and Management
Services RFP from Clean Harbors
Environmental Services from Pacific, WA and
PSC from Kent, WA. Due to the complexity of
the responses, staff will review them and make
a recommendation to the Board at a future
meeting.
