HomeMy WebLinkAbout09-05-07Board’s Official Business Highlights from Tuesday’s Commissioner Meeting September 5, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. Several people expressed concerns about the proposed Clean Water District fees and the rush to get them implemented in 2008 and they suggested that matching funds for the grants be taken from banked capacity or the General Fund; several citizens spoke against the re-zone application submitted by Security Services Northwest and requested a No Shooting Zone in the Gardiner and Discovery Bay areas; a PUD Commissioner thanked the Board for approving the Letter of Agreement to pay for the archeological expenses related to the Beckett Point Onsite Sewer Project; it is difficult for agricultural businesses to make a living in Jefferson County and even though the Glendale Farm is going to receive over $1 million, it will need to be managed well to succeed; and everyone was invited to attend the Quilcene Fair on September 22. CONSENT AGENDA: All the items on the Consent Agenda were approved. RESOLUTION: An Amendment to Chapter 1 and Chapter 6 of the Personnel Administration Manual for Jefferson County Employees HEARING NOTICE: Six Year Transportation Improvement Program 2008 -2013; Hearing scheduled for Monday, September 24, 2007 at 10:15 a.m. in the Commissioners’ Chambers, and 2) Proposed Clean Water District Ordinance; Hearing scheduled for Monday, September 17, 2007 at 10:00 a.m. in the Superior Court Courtroom AGREEMENTS: 1) Port Ludlow Mediation with Buck Law Group; 2) Appellant Hearing Examiner Services with Phil A. Olbrechts - Ogden, Murphy, Wallace, PLLC; 3) Amendment to Professional Services Agreement for Developmental Disabilities Program with People First of Washington; 4) Amendment to Professional Services Agreement for Developmental Disabilities Program with Leslie Bunton; 5) Amendment to Professional Services Agreement for Parent to Parent Services through DSHS Developmental Disabilities Program with ARC of Kitsap County; 6) Prospect Avenue Right Turn Lane Project with Lakeside Industries; 7) Microfiche Reader Maintenance with Technology Unlimited, Inc. LETTER OF AGREEMENT: Archeological Services for the Beckett Point Onsite Sewer System Project with PUD #1 PAYMENT OF VOUCHERS/WARRANTS: Dated August 27, 2007 Totaling $261,654.98 and August 28, 2007 Totaling $43.80 PROCLAMATION: The Board approved a proclamation designating September 4 through September 7, 2007 as Jefferson County Employee Appreciation Week. Activities for the week include drawings for prizes, Bagel Day, Cookie Day, and a BBQ at HJ Carroll Park on Thursday evening. RESOLUTION: The Board approved a resolution in support of the Glendale Farm application to the Farmland Preservation Program. The Jefferson County Land Trust and the County are working together to buy the development rights for the 180 acre farm. INTRODUCTION: Lynn Longan, the new regional representative for economic development from the State Department of Community, Trade, and Economic Development was introduced. She will be working with the Associate Development Organization Team at WSU Extension. INDIAN ISLAND EIS: A majority of the Board approved a letter to the Secretary of the Navy requesting that an environmental impact statement be done on the cumulative effects of the continuous changes and improvements that have been made at the naval installation at Indian Island. DISTRESSED COUNTIES SALES AND USE TAX: The State Department of Revenue informed the County that they can only pay six years of back revenue. The County wants the DOR to pay eight years back revenue and the interest. The Board sent a letter to Representative Kessler asking for her help. This revenue funds economic development projects from the Public Infrastructure Fund.
