Highlights from Monday’s Commissioner Meeting September 11, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens. The
amount of pollution is directly proportionate
to the amount of people who live in an area
which means that Port Townsend is a major
contributor to saltwater pollution in Jefferson
County; the City’s stormwater runoff doesn’t
meet Environmental Protection Agency
(EPA) requirements; septic systems are not
creating the pollution problem; the facts
need to be known before people pass
judgement on the Makah Tribal members
that killed the whale; SSNW submitted the
application for re-zone to move the shooting
ranges two miles further into the forest for
the benefit of the public; a lot of rumors have
been started about the SSNW operations
that are not true; a citizen encouraged local
officials to speak out to help prevent
discrimination and death threats against
members of the Makah Nation; and the
Puget Sound Partnership is a diverse group
of people and agencies working together to
help save Puget Sound.
CONSENT AGENDA: All the items on the
Consent Agenda were approved.
ORDINANCE: Interim ordinance rescinding
Chapter 18.18 within Title 18 of the Jefferson
County Code and formally re-establishing
the previously existing rural designations and
standards for the planning area for the future
Irondale and Hadlock Urban Growth Area
(UGA)
HEARING NOTICE: Intent to change the
name of a private road (Superior Court
Road); Hearing scheduled for Monday,
September 24, 2007 at 10:00 a.m. in the
Commissioners’ Chambers
AGREEMENTS: 1) Emergency services for
labor and equipment with Westerlund Wood
and Tree Service; 2) Maintenance of
telephone system at Sheriff’s Facilities with
Stargate Technologies, Inc.; 3) Maintenance
of telephone system at Courthouse with
Stargate Technologies, Inc.; 4) Maintenance
of telephone system at Castle Hill Facilities
with Stargate Technologies, Inc.; 5)
Reinvesting in Youth Project; Jefferson
County Juvenile Services with Kitsap County;
and, 6) Juvenile Detention Facilities; Jefferson
County Juvenile Services with Kitsap County
APPOINTMENT: Allen Sartin as Interim
County Administrator pursuant to Ordinance
No. 03-0618-07; Afternoon of September 10
through September 23, 2007
COMMISSIONERS BRIEFING SESSION:
The County Administrator briefed the Board
on the following items:
•There will be a joint work session with
the Clallam County Commissioners on
September 24, 2007 at 1:30 p.m. at
the Clallam County Courthouse. Both
boards also plan to attend the
Chamber of Commerce meeting at
noon in Port Angeles.
•A construction trailer has been brought
in at Castle Hill Mall to provide
additional office space for
Environmental Health staff.
•There will be a presentation on funding
for the Port Hadlock UGA Sewer
Project at the Tri Area Chamber of
Commerce meeting on September 26.
•He presented and discussed charts
comparing Hotel/Motel Lodging Tax,
General Sales Tax Receipts, General
Fund Unreserved Cash Balance, and
Real Estate Excise Tax Receipts from
2003 through August, 2007.
•Suggested legislative priorities for the
County for the State 2008 Legislative
Session were discussed.
•A WRIA 20 Watershed Planning
meeting is scheduled at Forks City
Hall on September 18, 2007.
•He presented and reviewed a
document listing the basic facts, goals,
and pros and cons regarding the
proposed Clean Water District.
