HomeMy WebLinkAbout11-27-07Board’s Official Business Highlights from Monday’s Commissioner Meeting November 27, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens. A request was made that the Board direct DCD staff to work with a property owner in the Irondale/Port Hadlock UGA who wants to expand an existing mini-storage business (there is currently a moratorium on mini-storage units in that area); replacing the ferry boats on the Port Townsend-Keystone run should be a top priority for the State Department of Transportation; the preferred storage medium for County records needs to be an electronic format and not paper; the County could ask citizens to volunteer to scan documents; the Planning Commission will formulate their recommendations on the draft Critical Areas Ordinance this week and the Board is expected to adopt it within the next five weeks; a citizen requested that the Board reconsider the status of the product from the Planning Commission and re-evaluate the schedule for adoption; the Security Services NW business owner was tested for lead and had the well, stream and waterfront near the facility tested and the tests came back negative for any contaminants; and concerns were expressed about expenditures by the Marine Resources Committee, the 4-H program, and the Weed Board. CONSENT AGENDA: All of the items on the Consent Agenda were approved. 3 RESOLUTIONS: 1) Naming a private road Tall Tree Lane; Dawn and Jeff Pryde, Petitioners; 2) Naming a private road Hollybrook Heights; Mariah Meriam, Petitioner; and, 3) Establish an Assessor’s plat Beckett Point Fishermen’s Club 3 AGREEMENTS:1) Open space taxation to transfer and designate 15 acres as timber open space for current use assessment, Mariah Meriam, Applicant; 2) Open space taxation to transfer and designate 59 acres as open space for current use assessment Greg and Heather Reseck, Applicants, and; 3) Radio Maintenance Services; JeffCom; Greentree Communications FINAL PLAT ALTERATION: Thornburg Short Plat located off of Oak Bay Road in Port Hadlock; Rainshadow Real Estate, Applicant PAYMENT OF VOUCHERS/WARRANTS: Dated November 19, 2007 Totaling $962,890.63 PAYMENT OF PAYROLL WARRANTS: Dated November 15, 2007 Totaling $91,681.97 and A/P Warrants Done by Payroll Dated November 15, 2007 Totaling $17,083.19 CANCELLATION NOTICE: County Commissioner Regular Meeting; Scheduled for Monday, December 24, 2007 LETTER REQUESTING SUPPORT: To the Hood Canal Coordinating Council (HCCC) for the Tarboo-Dabob Conservation Project HEARING SETTING 2008 AD VALOREM TAX LEVIES: After the hearing, the Board approved the following resolutions setting the ad valorem tax for levy in 2007 and collection in 2008. •1% increase in the General Fund Levy •1% increase in the Road Levy •1% increase in the Conservation Futures Levy STATE DEPARTMENT OF NATURAL RESOURCES REPORT: The County is expected to receive approximately $400,000 in State Forest Board revenue this year. However, the housing and timber markets have dropped and this will have an affect on timber sales in 2008. DNR staff also updated the Board on the State’s geoduck pilot program and the creosote removal program in Jefferson County. Areas where creosote pilings will be removed next summer include: Port Townsend Paper Mill, Old Fort Townsend, The Wooden Boatbuilding School, Fort Flagler, and the railroad Y. COMPREHENSIVE PLAN AMENDMENT HEARING: Approximately 30 citizens were present in the Superior Courtroom when the Board heard public testimony on the 2007 amendment applications. The majority of the people spoke about the Security Service NW amendment application. There will be a public hearing on the application for the Master Planned Resort at Black Point in Brinnon on Monday, December 3. Deliberations and decisions on all the amendments are tentatively scheduled for December 10.
