Highlights from Monday’s Commissioner Meeting December 4, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: several
ways were suggested to restructure County
departments and cut programs to cut costs; the
County needs to change its policy regarding
the disposal of surplus computer equipment;
applicants submitting landuse permits aren’t
treated equally by staff; the property owner in
the Irondale/Port Hadlock UGA who wants to
expand an existing mini-storage business is
willing to sign a “no-protest” agreement for the
sewer district; it is not appropriate for County
staff to be rude to citizens; the Board was
thanked for not raising taxes when I-747 was
overturned; the County may want to purchase
the Port Townsend Post Office building for
offices or affordable housing; and a citizen
thanked the Board for working with other
agencies, stakeholders and nations such as
the Jamestown S’Klallam Tribe.
CONSENT AGENDA: The items on the
Consent Agenda were approved.
PAYMENT OF VOUCHERS/WARRANTS:
Dated November 26, 2007 totaling
$549,542.02
LETTER OF SUPPORT: To Washington State
Housing Finance Commission to utilize low
income housing tax credits for acquiring and
rehabilitating the Garden Court Apartments; G-
Mat Holdings, LLC
NOTICE OF 2008 BUDGET ADOPTION: The
Board approved a notice that they will be
considering the adoption the 2008 Budget on
Monday, December 17 at 10:30 a.m. A
summary of the final 2008 Budget will be
available on December 10.
HEARING NOTICE FOR BUDGET
APPROPRIATIONS/EXTENSIONS: The Board
approved a resolution setting a hearing for the
4 quarter budget supplemental on Monday,th
December 17, 2007 at 10:15 a.m.
HEARING: After hearing public testimony, the
Board approved a resolution regarding the sale
of surplus property and a bid notice. The
deadline for receipt of bids is 4 p.m. on
December 13. Bids will be opened and the
award made on December 17 at 10 a.m.
COMMUNITY DEVELOPMENT BLOCK
GRANT HEARINGS: The County administers
several CDBG grants from the State Department
of Community, Trade, and Economic
Development for Olympic Community Action
Programs. Public hearings were conducted to
closeout the South Seven Senior Housing
Project grant and the 2007 Public Service Grant.
An application for a 2008 Public Service Grant
was included in the hearing on the 2007 Public
Service Grant closeout.
MINI-STORAGE WORKSHOP: The Board met
with DCD staff and the Civil Deputy Prosecuting
Attorney to discuss options regarding the
moratorium on mini-storage units in the
proposed Irondale/Port Hadlock UGA. The
Board agreed that staff should put this subject
back on the agenda for more discussion.
DECLARATION OF EMERGENCY: The Board
approved a resolution declaring an emergency
after high winds, warm temperatures, and
excessive rainfall caused flooding and damage
to property and roads throughout the County.
UPDATE ON ECONOMIC DEVELOPMENT IN
JEFFERSON COUNTY: Katherine Baril
introduced John Gardner, VP of Economic
Development from WSU and “Team Jefferson.”
WSU Extension was designated as the
Associated Development Organization for
economic development in the County earlier this
year. They have several ideas to improve the
economy including encouraging retention and
expansion of existing businesses and attracting
a variety of new types of businesses.
MPR COMPREHENSIVE PLAN AMENDMENT
HEARING: Approximately 30 citizens were
present in the Superior Courtroom when the
Board heard public testimony on the 2007
amendment application for the Black Point
Master Planned Resort in Brinnon. Due to storm
damage and impassable roads, the Board
continued the hearing to Thursday, December 6
at 5 p.m. in the Superior Courtroom. Written
comments will be accepted until Friday,
December 7 at noon in the Commissioners’
Office. Deliberations and decisions on the
amendments are scheduled for December 10 at
5 p.m. in the Superior Courtroom.
