HomeMy WebLinkAbout12-11-07Board’s Official Business Highlights from Monday’s Commissioner Meeting December 11, 2007 PUBLIC COMMENT PERIOD: The following comments were made by citizens: Some people want to see the Port Townsend Paper Company shut down which would devastate the County’s already deteriorating economy; if the goal is to reopen the Port Townsend ferry service, the DOT should improve the dock and having ferry runs to Anacortes or Edmonds; there is a Ferry Partnership Meeting at 9:30 a.m. at Pope Marine Park on Wednesday where options for the Port Townsend ferry run will be discussed; the owner of an existing mini-storage plans to file an appeal today on the interim ordinance prohibiting mini-storage facilities in the proposed Irondale/Port Hadlock UGA because the County has not addressed his request for resolution; the Planning Commission’s Critical Areas Ordinance subcommittee has done a good job, but there are still policy issues that will need to be addressed and the Board needs to ask for an extension on the deadline for legislative adoption; the Board doesn’t treat everyone equally during the Public Comment Period; and what has the Board done to prevent the “Budget Trainwreck?” CONSENT AGENDA: The items on the Consent Agenda were approved. 2 RESOLUTIONS:1) Establishing new salaries for the elected offices of Jefferson County, and 2) Adopting a salary schedule for the FLSA and exempt management and professional employees 8 AGREEMENTS: 1) Conservation easement (Restrictive Covenant) in the Jefferson County Courthouse for the purpose of assuring its preservation in consideration of the Save America’s Treasures Grant Funding received from the U.S. Department of the Interior, National Park Service for the Courthouse Clock Tower Preservation Project with the State Historic Preservation Officer; 2) Semi- annual preventative maintenance and emergency service for heating and cooling equipment at the Castle Hill Building with Sullivan Heating & Cooling, Inc.; 3) Grant funding for Fair programs with the State Department of Agriculture; 4) Collective Bargaining Agreement January 1, 2008 - December 31, 2010 with UFCW Local 21 Union; 5) Chimacum Creek groundwater study WRIA 17 with the DOE; 6) Coordinated Prevention Grant for solid waste enforcement with the DOE; 7) Water quality monitoring activities and Best Management Practice implementation for Discovery Bay Clean Water Project with the J.C. Conservation District; and, 8) Training Services with Peninsula College 2 FINAL SHORT PLAT APPROVALS: 1) Jennings Short Plat; to divide 2.93 acres into 2 residential lots located in Chimacum; John and Judi Jennings, Applicants, and 2) Dickson Short Plat to divide 20.59 acres into 4 residential lots located off Highway 101, Port Townsend; John and Melanie Dickson, Applicants PAYMENT OF JEFFERSON COUNTY PAYROLL WARRANTS: Dated December 5, 2007 totaling $745,200.52 and A/P warrants done by payroll dated December 6, 2007 totaling $577,959.23 ADVISORY BOARD APPOINTMENT: Stephen Lewis as an alternate member on the Marine Resources Committee representing recreation; term expiring February 26, 2009 BOCC BRIEFING SESSION: The following items were discussed. •DOE cleaned up 242 tons of tires off three properties in the County. The State paid for the cleanup. •Federal Highways has committed funding to repair the Upper Hoh Road which was damaged in the recent storm. •The Board approved a resolution extending the timeline for their decision on the 2007 Comprehensive Plan Amendment Docket to January 14, 2008. APPOINTMENT TO PARKS ADVISORY BOARD: After the Board interviewed Davis Steelquist, they appointed him to the Parks Advisory Board representing Commissioner District #3. His term will expire on February 9, 2008. DELIBERATIONS ON 2007 COMP PLAN AMENDMENT APPLICATIONS: Approximately 30 citizens were present when the Board deliberated on the ten Comprehensive Plan amendments. The Board still has several questions regarding the Black Point MPR application and EIS. They have postponed their decision on all the amendments to January 14 at 5 p.m. in the Superior Court Room at the Courthouse.
