Highlights from Monday’s Commissioner Meeting December 18, 2007
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: Jefferson
County’s economy relies on the Port of Port
Townsend, marine trades, tourism, and the
Port Townsend Paper Mill and if the mill
closes, it will have a huge affect on all
businesses; a citizen quoted recommendations
in RCW 43.105.250 regarding electronic
access to public records; the Board should
make sure there is enough time to consider the
latest legal and Hearings Board findings, the
innovations in the draft ordinance, and the
funding opportunities that may be available
from the State next year in their discussion on
a timeline extension for the legislative adoption
of the Critical Areas Ordinance (CAO); a
request was made that the County appoint a
special investigator to look into the Security
Services Northwest (SSNW) matter; concerns
were expressed about the process for public
defender services contract renewal; the CAO
needs to be a “stand alone” document that
property owners understand because it affects
everyone in the County; the Peninsula Daily
News reporter who covered the Commis-
sioners meetings said good-bye; and a dike
was removed from the Quilcene River a few
years ago and now the river is eroding on the
south bank.
CONSENT AGENDA: The items on the
Consent Agenda were approved.
2 RESOLUTIONS:1) Hearing notice regarding
supplemental budget appropriations
extensions for various County funds; Hearing
scheduled for a Special Meeting of the County
Commissioners on Friday, December 28, 2007
at 10:00 a.m. in the Commissioners Chamber;
and, 2) Clarifying the name of a private road as
Cascara Drive
3 AGREEMENTS: 1) Coordinated Prevention
Grant for implementation of the Solid Waste
Management Plan and the Hazard Waste
Management Plan with State DOE; 2)
Amendment to agreement for Developmental
Disabilities services with State DSHS; and, 3)
Extended warranty and maintenance for
recording systems in Superior Court, District
Court and Commissioners Chambers with
Jefferson Audio Video Systems, Inc. (JAVS)
APPROVAL OF JEFFERSON COUNTY
PUBLIC OFFICIAL POSITION SCHEDULE
BOND: #68681811 issued by Western Surety
Company for the Treasurer, Clerk, Sheriff,
Auditor, Prosecuting Attorney, Engineer,
Commissioners #1, #2 and #3, Judge and
Assessor
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated December
10, 2007 totaling $759,103.77
PAYMENT OF JEFFERSON COUNTY A/P
WARRANTS: Done by Payroll dated December
12, 2007 totaling $59,153.42
BID OPENING: No bids were received on the
computer equipment and peripherals that were
declared County surplus property on December
3, 2007. The Board approved a resolution
directing the Central Services Department to
proceed with the disposal.
2007 SUPPLEMENTAL BUDGET HEARING:
The Central Services Director recommended
that the $40,000 request for seating for Superior
Court be removed because Facilities will not be
able to review the options until after the new
year. After the hearing, the Board deleted the
Court’s request and approved the other requests
as submitted by various County funds.
ADOPTION OF THE 2008 BUDGET: The Board
approved the 2008 Budget and signed a letter to
Assessor Jack Westerman setting the 2008 real
and personal property levy amounts.
EXTENSION OF TIMELINE: The Board directed
staff to request a 60 day extension for the
legislative adoption of the Critical Areas
Ordinance from the Western Washington
Growth Management Hearings Board and the
Washington Environmental Council.
MINI-STORAGE MORATORIUM: The Board
adopted a new interim control ordinance
allowing expansion of existing mini-storage
facilities within the boundaries of the proposed
Irondale/Port Hadlock UGA.
PUBLIC DEFENDER SERVICES: The Board
directed staff to negotiate with the Public
Defender to extend their current contract. They
also directed staff to simultaneously prepare a
request for proposal (RFP) for a long term
solution.
