Highlights from Monday’s Commissioner Meeting January 29, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: The Black
Point Master Planned Resort in Brinnon
would create revenue for the County and
shuttle buses could bring people to Port
Townsend to shop which would provide an
economic boost for local businesses; the
regulations in the proposed Jefferson County
Onsite Septic System Ordinance are much
more onerous than the proposals of adjacent
counties; the County needs to encourage
agricultural businesses on local farmlands
because part of the reason for increasing
food prices is the increased cost of
transportation; two revisions that need to be
made in the proposed ordinance approving
the Black Point MPR were pointed out; when
the Board schedules a public hearing on an
ordinance, the legal advertising doesn’t give
citizens enough information about the
proposed regulation and the County doesn’t
provide enough statistical data and factual
information; the Public Works Department is
doing a good job clearing the snow off the
roads; if kids from opposing schools playing
basketball can get along, citizens in the
County who hold differing views should be
able to get along; a request was made to
move the County Administrator Briefing to
9:30 a.m. on the Board’s Agenda instead of
1:30 p.m. so that the citizens who attend the
Board’s Monday meetings don’t have to stay
the entire day.
CONSENT AGENDA: The two ordinances
regarding the approval of the 2007
Comprehensive Plan amendments were
deleted and the remainder of the Consent
Agenda was approved.
BID CALL: Publication of County legal
notices; Bids accepted until 9:30 a.m. and
opened and read publicly at 10:00 a.m. on
Monday, March 10, 2008 in the
Commissioners’ Chambers
HEARING NOTICE: Proposed Paradise Bay
No Shooting Zone; Hearing scheduled for
Monday, February 11, 2008 at 5:00 p.m. in
the Superior Courtroom
AGREEMENTS: 1) 2008 Community
Services Grant Funding with Port Townsend
Senior Association; 2) 2008 Hearing
Examiner services with Steven K.
Causseaux, Jr.; 3) Meeting and program
space for County departments WSU
Extension; 4) Management services for
community economic development activities
WSU; 5) Amendment No. 4 to agreement
regarding acquisition and construction of
Larry Scott Trail with State Recreation and
Conservation Office; and, 6) Interlocal
agreement for local source control with Kitsap
Health District and Clallam County Health
Department

Board of Health to an unexpired three year
term expiring August 26, 2009
INTERIM CONTROL HEARING: Ordinance
No. 09-1217-07 allows for the expansion of
existing mini-storages in the proposed Port
Hadlock UGA. The Board is required to hold a
public hearing within 60 days of approval of
an emergency interim ordinance. After
hearing public comment, the ordinance stands
and will remain in effect for 6 months from the
day it was approved on December 17, 2007.
COMPREHENSIVE PLAN AMENDMENT
ORDINANCES: The Board reviewed the
proposed ordinances listing the findings of
fact and conditions for the approval of the
Black Point Master Planned Resort
amendment and 5 other amendments
including one carry-over amendment to 2008.
They suggested some changes and additions.
Later in the day they reviewed the revised
ordinances and approved them.
