HomeMy WebLinkAbout02-05-08Board’s Official Business Highlights from Monday’s Commissioner Meeting February 5, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: Several people commented that the Board of Health’s public hearing on the proposed Onsite Sewer System Ordinance shouldn’t be held on Valentine’s Day; treated hormones that go into Puget Sound from municipal sewage treatment plants are also “birth control” for fish; there are two bills proposed at the State level in 2008 that will make electronic access to public records mandatory; is Public Health trying to put strict onsite sewer system regulations in place in order to generate funding from fees to replace the cuts made in the 2008 budget?; at the WRIA 17 meeting on low flow, the State reverted back to their original way of thinking and ignored the public input that has taken place over the past two years and the Commissioners need to get involved as soon as possible to be able to do something about this issue; a resident who lives in the Courthouse neighborhood said that the neighbors don’t like County employees parking on the street in front of their houses and suggested that the County make a portion of the park across Jefferson Street into a parking lot for the employees; concerns were expressed that a single Commissioner is able to meet with staff and could influence the direction of an ordinance; a facilitator said he may receive a grant and would like to help Jefferson County or the City of Port Townsend address how people can think creatively and collaborate regarding government; and a citizen thanked the Board for their patience. CONSENT AGENDA: All of the items on the Consent Agenda were approved as presented: 1 RESOLUTION: Providing a positive cash balance in the Jefferson County Water Quality Fund (#128) 3 AGREEMENTS: 1) Special sex offender disposition alternative services for Juvenile Services with Thomas Sherry; 2) Functional Family Therapy - Expansion of evidenced-based programs for Juvenile Services with Megan Smith; and, 3) Community Van Rental Program for Public Works, Parks and Recreation Division with Jefferson Transit Authority PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated December 28, 2007 totaling $250,741.39 ADVISORY BOARD RESIGNATION: Kathy McKenna from the Housing Authority of Jefferson County Update on Dosewallips State Park Septic System Rebuild: In an effort to help clean up Hood Canal, the Governor gave the State Department of Parks $2 million to rebuild the current septic system at Dosewallips State Park in the Brinnon floodplain. The location of the proposed large onsite septic system is approx- imately one mile north of the park and the pipeline would need to go past downtown Brinnon and the town’s residential area. The State will only pay for the portion of the system that is necessary to serve the State Park. If the residents in the community are interested in tying into the system and willing to pay for that portion of the system, State Parks is willing to work with them. At this point, there are several outstanding issues including how the community will pay for their portion of the system. The Park has not submitted a permit application to the County yet. The Growth Management Act does not allow a sewer in a rural area because a sewer is considered an urban service. Many small communities on Hood Canal that need sewers because of failing septic systems are dealing with the same issue. In addition, State Parks does not want to be in the “sewer” business and is willing to build it and turn over the operations to the Jefferson County PUD if the Brinnon residents decide to take part in the project.
