Highlights from Monday’s Commissioner Meeting February 12, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: Several
people commented on the security in the
Courthouse; Security Services Northwest is
having to turn away business due to ongoing
legal issues with the County; a webcam should
be installed in the Commissioners Chambers
so that people don’t have to drive to the
Courthouse to attend the meetings; next
January when the Board approves
proclamations honoring the School Boards, the
Sequim School District should be included
because the children in Gardiner attend
Sequim schools; concerns were expressed
about the removal of a citizen from the Board’s
meeting on February 4; several people
commented on Commissioner Phil Johnson’s
announcement to run for re-election; the
County and the residents of Quilcene worked
together to put in a community water system
and now there is a need for a large onsite
sewer system because septic systems are
failing; the State Department of Ecology (DOE)
is ignoring the public input over the last two
years regarding the low flow regulations; and
several people do not attend public meetings
to give their input because they are intimidated
due to the current polarization in the County.
CONSENT AGENDA: The hearing notice on
the proposed Critical Areas Ordinance (CAO)
was removed and the balance of the Consent
Agenda was approved.

5 AGREEMENTS: 1) Nursing services for jail
inmates with Patricia Wiggins, RN; 2)
Amendment to agreement to provide school
nurse services with Olympic Educational
Service District #114; 3) Amendment to the
2007-2011 Consolidated Contract for health
services with State DOH; 4) Addendum to
conservation easement purchase and sale
agreement for the closing of Tamanowas Rock
Sanctuary Phase I Conservation Easement
with Jamestown S’Klallam Tribe and Jefferson
Land Trust; and, 5) To assist staff in preparing
revisions to the Comprehensive Plan regarding
the Irondale/Port Hadlock Urban Growth Area
with Cascadia Community Planning

CAO HEARING NOTICE: The Board approved
the hearing notice on the proposed Critical
Areas Ordinance. The hearing is scheduled for
Wednesday, February 27, 2008 at 6:30 p.m. at
the Chimacum High School Auditorium. The
Commissioners will accept written comments
from February 13 to March 5, 2008 at 5 p.m.
AUTHORIZATION OF STUDY CIRCLES: The
Parks and Recreation Advisory Board has
received a grant to train facilitators who will
organize study circles of community residents
throughout the County. These study circles will
provide information to help the Advisory Board
understand and address local park and
recreation needs. The process will take about
four months and then an Action Forum will be
scheduled to bring the circles together to share
their results.
NOXIOUS WEED BOARD VACANCIES AND
APPOINTMENT: According to State law, when
there is a vacancy on the Noxious Weed Control
Board, a quorum of that Board is required to
hold a public hearing on the applications
received and then make a recommendation for
appointments to the County Commissioners. In
order to have a quorum of the Weed Board, Jim
Storey submitted a resignation letter which
allowed the Commissioners to appoint Linda
Davis in his position. The Weed Board can now
continue the process in order to fill the
remaining vacancies.
SCHEDULING COUNTY ADMINISTRATOR
BRIEFINGS: The Board received a request
from a citizen asking that the County
Administrator Briefings be scheduled on
Monday mornings after the business on their
agenda is completed rather than at 1:30 p.m.
After a discussion, they agreed to wait because
the new County Administrator may want to
make several changes in procedures and
scheduling.
PARADISE BAY NO SHOOTING ZONE
HEARING: The Board took testimony from
several residents in the area who want to be
included in the proposed no shooting zone.
They directed that the No Shooting Zone
Committee review the comments and submit a
revised recommendation.
