HomeMy WebLinkAbout02-20-08Board’s Official Business Highlights from Tuesday’s Commissioner Meeting February 20, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: County Officials and staff need to make sure they follow the correct procedures for open government; a larger venue may be needed for the On-Site Sewer System Ordinance deliberations and the Board of Health needs to listen to the hearing comments and reach a middle ground with property owners; one of the County parks has open pit toilets within 100 feet of the saltwater; the vision statement in the Comprehensive Plan describes it as a “living document” with an emphasis on an affordable, liveable community, but a recent UW study shows that GMA regulations have increased housing prices by $200,000 throughout Washington; proposed regulations need to be absolutely necessary; one of the recommendations that was ignored in the draft CAO is the need for County funding for a monitoring program; the Board should send letters of appreciation to all the people who worked to develop the draft critical areas regulations; any volunteer on a County board or committee should be required to read the Open Public Meetings Act and sign a statement that they understand it; if people ask for information during the Public Comment Period, they should receive a response from the County during the week; a webcam should be installed in the Commissioners Chambers; is there proof that critical areas in Jefferson County are in danger?; Fire Districts need to do background checks on employees, and the County should do background checks on employees every two years; the shoreline should not be included in the Paradise Bay No Shooting Zone; the Commissioners’ staff does a good job; two people stated that the County finds ways to create emotional and financial hardship for people. CONSENT AGENDA: The Board approved all of the items on the Consent Agenda. RESOLUTION: Hearing notice regarding supplemental budget appropriations extensions for various County funds; hearing scheduled on Monday, March 3, 2008 at 10:00 a.m. in the Commissioners Chambers CALL FOR BIDS: Pavement marking on various County roads; bids accepted until 10:00 a.m. and opened and read publicly shortly thereafter on Monday, March 17, 2008 in the Commissioners’ Chambers 3 AGREEMENTS: Community and public outreach consultant services with Christina Pivarnik, CP Communications for 1) the Department of Community Development and 2) the County Administrator; and, 3) AIDS Omnibus Services with Clark County PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated February 11, 2008 totaling $1,337,824.70 PAYMENT OF JEFFERSON COUNTY PAYROLL WARRANTS: Dated February 13, 2008 totaling $59,991.32 LETTER OF SUPPORT: NACo Coastal Counties Restoration Initiative Funding; Mystery Bay Culvert Replacement Project; submitted by Jefferson County Conservation District LETTER OF THANKS: To Jim Storey for past service on the Jefferson County Noxious Weed Control Board representing Commissioner District #3 PROPOSED PARK IN BRINNON: The Chair signed a letter asking State Parks for a six month extension of the timeline before they dispose of a waterfront property near Brinnon. The County Parks Board would like to see it developed into a County day use park for kayakers. DRAFT CRITICAL AREAS ORDINANCE WORKSHOP: Presentations were made on the Planning Commission’s majority report, the Planning Commission’s minority report and the staff report on the draft CAO. The issues that need further discussion are stewardship, wetlands, channel migration zones and buffers. Another workshop is scheduled for Monday, February 25 at 10 a.m. RESOLUTION: The Board approved a resolution creating a standardized process for removing people who disrupt the Commissioners’ public meetings per State RCW 42.30.050. The goal is to be able to conduct an efficient meeting and to allow public participation without disruption.
