Highlights from Monday’s Commissioner Meeting February 26, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: The
Board of Health was thanked for postponing
the implementation of the Septic
Management Plan and opting for more
citizen input; the runoff from city stormdrains,
roads, lawns, and wastewater from toilets all
contribute to saltwater pollution; Chairman
Johnson was asked if he will attend the
Critical Areas Ordinance (CAO) hearing on
Wednesday night because he is scheduled
out of the office for several days this week;
the CAO must balance with the goals of the
Growth Management Act; the County needs
to have an integrative approach in managing
environmental protection activities; water
monitoring programs should be handled by
one agency to reduce costs, increase staff
efficiency and facilitate information sharing;
the Critical Areas Ordinance Citizen’s
Review Committee should be commended
because they volunteered hundreds of hours
researching and formulating critical areas
regulations that pertain to Jefferson County;
a citizen said that he plans to video tape the
Board’s meetings and post them on his
website; the Board needs to support the Port
Townsend Paper Mill because it is a vital
part of Jefferson County’s economy; why
didn’t the people who said they were shot at
on the Paradise Bay shoreline file an
incident report with the Sheriff’s Office?; the
proposed changes in State legislation
regarding the Open Public Meetings Act
were reviewed; the Board’s final decision on
the CAO will be appealed no matter which
way they vote; a negative e-mail has been
distributed in an effort to get County citizens
to attend the hearing on the CAO this week;
and individual Commissioners should not be
allowed to meet with staff to discuss
proposed ordinances and any questions they
have should be answered at public
meetings.
CONSENT AGENDA: The Board approved
all of the items on the Consent Agenda as
presented.
2 RESOLUTIONS: 1) Naming a private road
Corvus Lane; Gerald Lasser and Rae Deane
Leatham, Petitioners, and 2) Re-establishing
a Jefferson County cash drawer, petty cash
account and revolving fund amounts in various
County departments
5 AGREEMENTS: 1) Building code review and
inspection services with the City of Port
Townsend; 2) Copier master maintenance with
IKON Office Solutions, Inc; 3) Legal
representation in mental health cases for 2008
with Stephen Greer, Esq.; 4) Amendment No.
7 to the 2007-2011 consolidated contract for
health servcices with Washington State
Department of Health; and, 5) Cover All Kids
Infrastructure with Public Health and
Washington State Department of Social and
Health Services
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated February 18,
2008 totaling $586,698.65
PAYMENT OF PAYROLL WARRANTS AND
A/P WARRANTS: Dated February 19, 2008
totaling $92,944.88 and February 20, 2008
totaling $17,359.65
ADVISORY BOARD APPOINTMENT: Daniel
Deane to a three year term, expiring February
25, 2011 on the Peninsula Regional Support
Network Advisory Board (PRSN)
PROPOSED CRITICAL AREAS ORDINANCE
WORKSHOP: Staff presented information on
items of concern in the draft Critical Areas
Ordinance that the Board will need to address.
This included an overview and flow chart of the
permitting process, buffers for fish and wildlife
conservation areas, dual ratings and buffers
for wetlands, review of a typical wetland report
that is required, monitoring of mitigation plans
and qualifications of people who can do
monitoring, channel migration zones and
stewardship plans. The public hearing on the
CAO is scheduled on Wednesday, February 27
at 6:30 p.m. at Chimacum School.
CERTIFICATION OF ANNUAL INVENTORY:
The Clerk of the Board administered the oath
to the Board members that they have reviewed
and certify that the listing of capitalized assets
as of December 31, 2007 as prepared by the
County Auditor is a true and correct inventory.
