HomeMy WebLinkAbout03-25-08Board’s Official Business Highlights from Monday’s Commissioner Meeting March 25, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: several people commented on the continuing increase in gas prices; independent truckers are planning a strike for April 1; the Board needs to lobby the State Legislature to reduce the 54 cents per gallon gas tax; the Board needs to encourage economic growth and Port Townsend shouldn’t influence what businesses locate in the County; why is the Board enforcing the Fire Code now when they haven’t in the past?; the Commissioners’ meetings should be on the website; there is a Ferry Partnership meeting on Thursday on Whidbey Island; the Board should hold a town meeting like Port Townsend did; farmers are exempt from the Critical Areas Ordinance (CAO); the Board was asked to waive attorney/client privilege on a document regarding the CAO prepared by the Civil Deputy Prosecuting Attorney; the Board was asked to reject the recommendation on the Paradise Bay No Shooting Area; and the County should try to work with Frog Mountain Pet Care on their zoning issues. CONSENT AGENDA: All of the items on the Consent Agenda were approved. 2 RESOLUTIONS: 1) Naming a private road Snider Peak Lane, Port Ludlow Associates, Petitioner, and 2) Naming a private road Russert Drive, Goodfellow & Diimmel, Petitioners AGREEMENTS: 1) To provide housing of Department of Corrections Inmates at the County Jail with State DOC; 2) Professional chemical dependency and mental health treatment services with Safe Harbor Recovery Center, Inc.; 3) Professional chemical dependency and mental health treatment services with Jefferson Mental Health Services; 4) Professional developmental disabilities services with ARC of Kitsap and Jefferson Counties; 5) Professional developmental disabilities services for children age birth to 3 years and their families with Concerned Citizens of Forks; 6) Grant funding for Farmland Preservation Program with State Conservation Commission, Office of Farmland Preservation; 7) Washington Wildlife and Recreation Program Certification of sponsor match for the Glendale Farm Project with Jefferson Land Trust; 8) Support and Promote the LandWorks Collaborative with Jefferson Land Trust; 9) South Discovery Road realignment with Coastal Geological Services, Inc.; 10) Purchase danger trees on Coyle Road with State DNR; 11) Open space taxation to reclassify approximately 24.04 acres from designated forest land to open space, CUA05-00001 with Jefferson Land Trust, Wayne Brown, Martha Tapley Brown, and Benjamin Brown, Applicants 2007 ANNUAL CERTIFICATION AND ENGINEER’S CERTIFICATION: Fish passage barrier removal costs with County Road Administration Board REQUEST FOR TIME EXTENSION: From the Western Washington Growth Management Hearings Board (WWGMHB) for the Irondale/Port Hadlock Urban Growth Area (UGA) Compliance Report ADVISORY BOARD RESIGNATION: Sylvia Bowman from the Jefferson County Library Board of Trustees ADVISORY BOARD APPOINTMENT: Thomas Riggs to a 5 year term that expires April 1, 2013 on the Jefferson County Library Board of Trustees ADVISORY BOARD REAPPOINTMENT: Brian Miller to a 2 year term that expires April 6, 2010 on the Jefferson County Parks Advisory Board representing District #2 PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated March 17, 2008 totaling $387,300.25 PAYMENT OF JEFFERSON COUNTY A/P WARRANTS: Dated March 17, 2008 totaling $57,820.30 and March 18, 2008 totaling $94,624.82 PROCLAMATION: The Board approved the proclamation designating April as Child Abuse Prevention Month. BID OPENING: Bids were received for pavement marking on various County roads from Road Runner Striping, Apply A Line, and Specialized Pavement Markings. Staff will review the bids and have a recommendation for bid award for the Board’s agenda. PARKS BOARD APPOINTMENT: After his interview, the Board appointed Trevor Huntingford to represent District No. 2 on the Parks Advisory Board. PROPOSED PARADISE BAY NO SHOOTING AREA: The Board added the shoreline, the Seven Sisters community, and Hood Head to the No Shooting Area recommended by the review committee. They directed staff to have the Civil Deputy Prosecuting Attorney review the change to see that it meets the intent of the ordinance. If the change is okay, an ordinance will be on the Consent Agenda on April 7 (the Board’s next meeting date.)
