HomeMy WebLinkAbout04-08-08Board’s Official Business Highlights from Monday’s Commissioner Meeting April 8, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: the Board shouldn’t approve the Paradise Bay No Shooting Zone because the boundaries include a large area that isn’t populated and this could set a precedent for future no shooting zones; several people commented that the Board needs to actively promote existing businesses and economic development in the County, the Board needs to pass a resolution to make it clear that citizens appointed to advisory boards and support staff need to comply with the Open Public Meetings Act; and the Board should write a letter to the State Legislators in support of proposed legislation to require local government entities to tape executive sessions. CONSENT AGENDA: The ordinance designating the Paradise Bay No Shooting Zone was deleted and the remainder of the items were approved. 2 RESOLUTIONS: 1) Hearing notice regarding supplemental budget appropriations and extensions for various County funds; the hearing is scheduled on Monday, April 21, 2008 at 10:00 a.m. in the Commissioners Chambers and, 2) Amending the Jefferson County Solid W aste Advisory Committee by- laws HEARING NOTICE: Possible adoption of the Jefferson County Solid Waste Management Plan; the hearing is scheduled for Monday, April 28, 2008 at 10:30 a.m. in the Commissioners’ Chambers RECOMMENDATION OF AWARD OF CONTRACT: 2008-2009 pavement markings on various County roads with Road Runner Striping, Inc. AGREEMENTS: 1) Designating the official County newspaper of public record for legal notices with the Port Townsend Leader; 2) Long-term payable; July 1, 2008 to June 30, 2009; terms and conditions with State DSHS; 3) Amendment No. 8 of 2007-2011 consolidated contract for health services with State DOH; 4) Community Services Grant funding for 2008 with the Jefferson County Conservation District; 5) School based health center with State DOH; 6) Homeless Grant Assistance Program with CTED; 7) Use of County owned community centers as mass care shelters in the event of a disaster with American Red Cross; 8) Duckabush and Dosewallips Comprehensive Flood Hazard Management Plan Grant with State DOE; and, 9) Document preparation and imaging services for County Clerk with Secretary of State, Archives and Records Management Division LETTER OF APPRECIATION: To Governor Gregoire for her approval of HB 2687 for Jefferson County Public Infrastructure Funding ADVISORY BOARD RESIGNATIONS: Linda Tudor and Dan Youra from the Tourism Coordinating Council and Tod Wakefield, Bill Miller, and Robin Downy from the Marine Resource Committee ADVISORY BOARD APPOINTMENTS: Anna Matsche, West End Representative; and Bill Roney, Port Ludlow Representative to the Tourism Coordinating Council and Dave Robison and Shannon Davis to the Marine Resource Committee PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated March 20, 2008 totaling $4,403.54 and dated March 24, 2008 totaling $319,684.66 PAYMENT OF JEFFERSON COUNTY A/P WARRANTS: Dated March 20, 2008 totaling $17,660.48. PARADISE BAY NO SHOOTING AREA: Commissioners Sullivan and Austin voted for the revised boundary for the Paradise Bay No Shooting Zone as discussed at their March 24 meeting. Chairman Johnson voted against the expanded boundaries. The ordinance passed by a majority vote. PROCLAMATION: Several DeLeo family members were present when the Board approved the proclamation honoring Bonzo DeLeo for his outstanding contributions and dedication to Jefferson County. RICK TOLLEFSON TRAIL: The Board approved the resolution to name a future non-motorized, multi-use path through the Chimacum Valley as the “Rick Tollefson Trail.” HOUSING AUTHORITY APPOINTMENT: After his interview, the Board appointed Steven Paysee to the Housing Authority. His term will expire on July 7, 2012. PROCLAMATION: Several representatives of DASH were present when the Board approved the proclamation designating April as Disability Awareness Month. Their event is scheduled for April 16 at the Courthouse. HOUSING ACTION PLAN NETWORK COMMITTEE RESOLUTION: The Board approved a joint Jefferson County/City of Port Townsend resolution providing the composition, terms of office and procedural rules for HAPN and appointing the committee members as recommended.
