HomeMy WebLinkAbout04-22-08Board’s Official Business Highlights from Monday’s Commissioner Meeting April 22, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: Several Port Ludlow residents asked the Board to appeal the Hearing Examiner’s decision on the Iron Mountain Quarry to Superior Court; the County needs to sit down with Security Services Northwest and come to an agreement that will work for everyone; agriculture needs a political environment where it is encouraged to survive; the County is being destroyed by over taxation and over regulation; the County needs a noise ordinance because the Sheriff’s Office can’t enforce the current laws; the Board doesn’t treat all people equally; and the people who comment during the Public Comment Period expect to get an answer from the Board. CONSENT AGENDA: The resolution authorizing the Prosecuting Attorney’s Office to satisfy a judgment lien in exchange for payment of $5,000.00 was deleted at the request of the Deputy Prosecuting Attorney and the balance of the items on the Consent Agenda were approved. CALL FOR BIDS: Upper Hoh Road Repair, County Project No. XO1781; Bids accepted until 10:00 a.m. and opened and read publicly shortly thereafter on Monday, May 12, 2008 in the Commissioners’ Chambers AGREEMENTS: 1) 4-H Lead Teacher Services with Susan Hay; 2) 4-H Lead Teacher Services with Virginia Beard; 3) Amendment No. 1 to the Port Ludlow Development Agreement removing the Appellate Hearing Examiner with Ludlow Associates (PLA) (Type C land use application under Section 16 of the Land Use Procedures Ordinance; Staff recommends that the Board accept this proposal for review, hold a public hearing and seek legal counsel prior to taking action.); and, 4) Amendment A to agreement regarding 2008 wireline and wireless E911 operations; revising the amount of reimbursement with Washington State Military Department APPOINTMENTS TO THE CLIMATE ACTION COMMITTEE: 1) Dana Roberts, Jefferson PUD #1; 2) Josh Bryant, (Nora Barnfield and Taylor Beard, Alternates) PTHS Student ; 3) Tim Behrenfeld, (Tom Opstad, Alternate) Education; 4) Larry Crocket, Port of Port Townsend (Industry); 5) Kristin Marshall, Port Townsend Paper Corporation; 6) Jim Fritz/OSF, Olympic Stewardship Foundation; 7) Kees Kolff, Faith- Based; 8) Barbara Nightingale, Citizen at Large (Marine); 9) Denise Pranger, Citizen at Large (Forestry);10) David Turissini, Jefferson Transit; 11) Scott Walker, Non-Motorized Transportation; 12) Stanley Willard, Citizen at Large (Chemist); 13) Pete Raab, Builder; 14) Mark Welch, City of Port Townsend Council Member; and, 15) John Austin, Jefferson County Commissioners PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated April 8, 2008 totaling $4,029.21 and April 14, 2008 totaling $774,888.85 INTERIM COUNTY ADMINISTRATOR APPOINTMENT: The Board appointed Dennis Richards to serve as Interim County Administrator until the position can be permanently filled. He will begin work this week. The Board thanked Public Works Director Frank Gifford for taking on the Temporary Interim County Administrator position until the Interim Administrator was hired. SUPPLEMENTAL BUDGET HEARING: The Board deleted Public Health’s request for $260,000 from Operating Transfers in order to take time to review it in more detail. They approved the remainder of the requests as presented from various County departments for the 1 quarter of 2008. st WORKSHOP REGARDING COUNTY SPONSORSHIP OF FARMLAND GRANTS: The Jefferson County Land Trust has requested that the County sponsor the Finnriver Farm and Brown Dairy applications for grant funding from the State Recreation and Conservation Office. Finnriver Farm has also made application for County Conservation Futures funding. If the development rights on these two farms are purchased, they will be maintained as working farms even if they are purchased in the future. The grant applications will be available for review beginning this week in the County Commissioners’ Office.
