Highlights from Monday’s Commissioner Meeting May 13, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: the Sheriff
has ignored other complaints about the
Deputy that was recently put on adminis-
trative leave; the County Commissioners and
the City Council need to take action and deal
with the affordable housing emergency in the
County; the 1,000 County residents who must
commute to work outside the County will need
to move closer to their jobs because they
won’t be able to afford gas; unlocking the
Commissioners’ Chambers at 8:55 a.m. on
Mondays doesn’t allow citizens time to review
the weekly packet and the information in the
packets should be made available on the web
page; County representatives need to attend
all the Puget Sound Partnership meetings
because they are discussing procedures that
will take authority away from local govern-
ment; the Brinnon Elk herd often migrates to
Hood Canal during low tide which isn’t good
for the water quality; the landscaping being
installed in the Cape George Trail Head
parking lot will make it difficult for horse
trailers to maneuver; there is no way to
predict whether an EIS will be required for a
project when the application hasn’t been
submitted; the Board has given their authority
to make quasi-judicial decisions to the
Hearing Examiner and it is against the law
for them to interfere with the Hearing
Examiner process; locking the
Commissioners’ Chambers doesn’t really
increase security and people have a right to
take a pictures of what the Commissioners do
in their meetings.
CONSENT AGENDA: The Board approved
all the items on the Consent Agenda as
presented.
2 HEARING NOTICES: 1) Application to
amend the Port Ludlow Development
Agreement; Port Ludlow Associates,
Applicant; hearing scheduled for Tuesday,
May 27, 2008 at 10:15 a.m. in the
Commissioners’ Chambers, Jefferson County
Courthouse, and 2) 2009-2014 Six-Year
Transportation Improvement Program;
hearing scheduled for Monday, June 2, 2008
at 10:00 a.m. in the Commissioners’
Chambers, Jefferson County Courthouse
2 AGREEMENTS: 1) Provide cash handling
services for Jefferson County Public Works
with Loomis Armored US, Inc., and 2)
Amendment to agreement regarding Beckett
Point Large On-Site Sewage System (LOSS)
Project, Extension of time with Washington
State Department of Ecology

PAYROLL WARRANTS: Dated May 6, 2008
totaling $758,173.91 and A/P Warrants done by
Payroll dated May 6, 2008 totaling $619,719.86
OLYMPIC COMMUNITY ACTION PROGRAMS
BRIEFING ON THE PROGRESS OF PLANS
TO END HOMELESSNESS IN JEFFERSON
COUNTY: OlyCAP has adopted a 10 Year Plan
to end homelessness in Jefferson County. A
recent census shows that there are 316
homeless people in the County and children are
the largest growing segment of that population.
Local governments pay for homelessness
through law enforcement, jails and emergency
medical services. The US Interagency Council
on Homelessness has developed a new
strategy to help the homeless by moving them
into housing with some supported services. This
approach is successful because most people do
not want to be homeless. Support and
commitment from community leaders will be
necessary to make the 10 year plan work.
BID OPENING: The only bid for the final
repaving of the Upper Hoh Road repair
project was $172,993.75 from Lakeside
Industries. Public Works will review the bid and
give the Board a recommendation for bid
award.
RECOMMENDATION ON 2008
COMPREHENSIVE PLAN SUGGESTED
AMENDMENTS AND RECOMMENDED FINAL
DOCKET: The preliminary docket for the 2008
Comprehensive Plan amendments includes 3
suggested amendments and ten site specific
amendments. The site specific amendments
automatically go on the final docket which the
Board must establish by July. The Planning
Commission recommendation and
supplemental staff report for the 3 suggested
amendments were discussed. These include
the industrial landbank designation, a side by
side comparison of the Comprehensive Plan
and the Unified Development Code (UDC), and
a proposal to move density changes within a
zone from the Comprehensive Plan to the UDC.
Staff and the Planning Commission do not
agree about docketing the side by side
comparison amendment. The Planning
Commission has already held a public hearing,
but the Board took action to schedule their own
public hearing on the final docket.
