Highlights from Monday’s Commissioner Meeting May 20, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: The County
needs to build a modern courthouse and
administrative building because it is doubtful
that the current facility will withstand an
earthquake; ridership on the ferries is
decreasing and tourism is declining in Port
Townsend; the Master Gardeners in
Washington State are celebrating their 35th
anniversary and the Board was invited to
attend their conference on June 12-14 at Fort
Worden; the 100 Master Gardeners in
Jefferson County log 7,000 volunteer hours
per year; a citizen expressed concerns about
Jefferson County’s complaint and
enforcement procedures regarding landuse
violations; housing values are continuing to
decline and the Board needs a plan in place
to address decreasing revenue caused by
decreasing property values; it appears that the
logging regulations on State Department of
Natural Resources (DNR) property are not as
strict as the rules for logging on private
property; a citizen made a comment about the
April 28, 2008 minutes; if the County plans to
surplus computers, the hard drives should be
erased instead of destroyed; and a citizen
asked that Commissioner Austin respond
regarding a comment he made about quasi-
judicial powers of the County Commissioners.
CONSENT AGENDA: The Board approved all
the items on the Consent Agenda as
presented.
RESOLUTION: Naming a private road Radio
Lane; Bruce S. Klanke, Brian and Leona
Jones, John and Diana Zander, and John
Minahan, Petitioners
BID AWARD: Upper Hoh Road Repair,
County Project No. XO1781 awarded to
Lakeside Industries
CANCELLATION OF HEARING NOTICE:
For 2009-2014 Six-Year Transportation
Improvement Program; Hearing cancelled on
Monday, June 2, 2008 at 10:00 a.m. in the
Commissioners’ Chambers, Jefferson County
Courthouse
4 AGREEMENTS: 1) 2008 supply of liquid
asphalt for various County road maintenance
projects with Albina Asphalt; 2) Professional
services for removal of solid waste with Trash
Removal Services; 3) Amendment 2 to
agreement regarding individual employment
with Concerned Citizens of Forks; and, 4)
Amendment 4 to agreement regarding
Community Access with Concerned Citizens
of Forks

SPORTSMEN’S CLUB REQUEST: The County
received a request from the Jefferson County
Sportsmen’s Club to occasionally extend their
shooting hours on Saturdays for special
shooting events. Representatives from the Club
estimated 4 to 6 events per year. In their
request they outlined a proposed procedure for
altering their schedule for the events which
includes notification of the County
Commissioners at least 30 days prior to the
event and advertisement of a public notice in the
newspaper at least two week before the event.
The Board took action to schedule a public
hearing regarding the request.
HEARING NOTICE: The Treasurer presented a
list of miscellaneous County equipment that she
has separated into 7 lots according to
categories. The Board is required to hold a
public hearing to declare the equipment surplus
and the County’s intent to sell it. The equipment
will be sold through a sealed bid process and 3
public viewings will be scheduled for interested
parties. The Board approved the public hearing
notice on the intention to sell surplus property.
The hearing is scheduled for June 9 at 10:00
a.m.
PROCLAMATION: The Superior Court Judge
and representatives from Safe Harbor Recovery
Center were present when the Board approved
the proclamation designating May as Drug Court
Month. The program has made a significant
contribution in reducing drug usage and crime in
the County.
REDUCED CAMPING FEES: Currently the
County grants free camping passes for disabled
Veterans at the County parks at Lake Leland,
Chimacum, Upper and Lower Oak Bay, and
Quilcene. The Parks and Recreation
Department has requested that the ordinance
setting the camping fees in County parks be
revised to allow a 50% discount in the camping
fee for Washington State residents with
disabilities and senior citizens with limited
incomes. They think that the fee reduction will
draw more campers and the additional revenue
would outweigh the cost of administering the
program. The Parks Board is in favor of the
proposed program. The Board directed staff to
revise the current ordinance to allow for the
discount and to schedule a public hearing.
