HomeMy WebLinkAbout06-10-08Board’s Official Business Highlights from Tuesday’s Commissioner Meeting June 10, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: the original Critical Areas Ordinance (CAO) Committee was selected unanimously by the Planning Commission at an open meeting and approved by the County Commissioners; the staff time devoted to public records requests would be reduced if all public documents were scanned and posted on the County website; several people commented on a letter from a Code Enforcement Officer to a young couple who sell firewood to supplement their income that did not know they were in violation of the creek buffers in the Critical Areas Ordinance; hearing assistance should be available at County meetings; the reasons for one appeal of the CAO are constitutional and process issues and the improper delegation of authority to unqualified individuals to make determinations; the Board needs to make citizens aware of how they plan to address budget shortfalls due to rising gasoline and asphalt costs and the fact that Secure Rural Schools Act funding will not be approved this year; the Board was asked to put the “side by side” Comprehensive Plan amendment on the 2008 docket because it would correct discrepancies between development regulations and the Comprehensive Plan; a citizen complained about unrealistic and burdensome regulations in the Solid Waste Ordinance; the Court decisions regarding two lawsuits against the County were reviewed and it was noted that some documents were not included in the Commissioners packets; the Brinnon Master Planned Resort will be an asset to the community that will benefit the young people by creating a global center for green engineering and a request was made that the County attempt to expedite the engineering requirements that are being placed on the project. CONSENT AGENDA: The comment letter on the ferry survey was deleted and the remainder of the items on the Consent Agenda were approved as presented. RESOLUTIONS: 1) Creating a County project designated as CR10696, Larry Scott Memorial Trail (Milepost 4.6 to 5.0); 2) Naming a private road Craig Heights Lane; Steve & Sherry Fry, Petitioners; 3) Naming a private road Stagecoach Lane; Rob Van de Weghe, Petitioner; and, 4) Naming a private road Woodduck Way; Justin Clouse, Petitioner AGREEMENTS: 1) Upper Hoh Road repair with Lakeside Industries; 2) Preparation of Engineering-geology Feasibility Report on relocation of Dowans Creek Road with E. Steven Toth; 3) Montgomery Lane and Condon Lane drainage improvements with Port Ludlow Drainage District; and, 4) Development of the Duckabush and Dosewallips Comprehensive Flood Hazard Management Plan with HDR Engineering, Inc. SURPLUS PROPERTY HEARING: After hearing public testimony, the Board approved the notice of intent to sell surplus County equipment. Sealed bids will be accepted until 4:15 p.m. on July 3 in the Treasurer’s Office and awarded on July 7. The items will be available for the public to view on June 20, 23, and 26. HEARING TO ESTABLISH THE 2008 COMPREHENSIVE PLAN AMENDMENT DOCKET HEARING: After hearing public testimony on the 3 suggested amendments to the Comprehensive Plan, Commissioners Sullivan and Austin agreed to wait until Chairman Johnson returns to make their decision on establishing the final docket. A public hearing on the final docket is required by the first week of July. LONG TERM HOUSING PLAN: The functions of the Jefferson County Housing Authority (JCHA) are administered by the Bremerton Housing Authority (BHA.) Current funding supports 130 vouchers and 30 tenant based rentals in the County. They are negotiating with the owner of the Garden Court Apartments to retain the facility in the rental assistance program. It is difficult for small housing authorities to remain viable and they have suggested that JCHA approve the transfer of voucher funding to the BHA. The funding would still be used in Jefferson County and the JCHA would remain a political entity. INTERIM UGA ORDINANCE: The Board took action to put this interim ordinance on the June 16 Consent Agenda. The ordinance rescinds Chapter 18.18 of the Jefferson County Code, as it applies to rural designations and standards in the Irondale/Port Hadlock UGA planning Area, prohibiting mini-storages in rural commercial areas within the planning area (with some exceptions) and requiring a no protest agreement that mandates future connection to an established wastewater treatment system. This ordinance confirms a policy that has been in effect since June 1, 2005. HOOD CANAL BRIDGE CLOSURE SURVEY COMMENTS: The Board took action to revise the letter regarding the Hood Canal Bridge closure survey and send it to the State DOT.
