HomeMy WebLinkAbout06-17-08Board’s Official Business Highlights from Monday’s Commissioner Meeting June 17, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: a property owner complained about poor drainage around Chimacum Creek that is flooding farmland that could be used to grow crops; the Board was encouraged to include the proposed Comprehensive Plan amendment on the 2008 docket that would correct inconsistencies between the Development Code and the Comprehensive Plan; the County’s requirements for the engineering review of the Brinnon MPR project are too strict; the County needs to rethink the closing of Second Beach Park on Indian Island and Lower Oak Bay Park because the boat ramp there gives people the best access the saltwater; the economy is only going to get worse and when the State starts cutting back on grant funding several County departments will have to cut programs; there is a Ferry Advisory Board meeting this Thursday night at Fort Worden; several people commented on the need for a car ferry between Port Townsend and Edmonds when the Hood Canal Bridge closes in May and June, 2009; and the County needs a better economic structure to help people in need. CONSENT AGENDA: All the items on the Consent Agenda were approved. ORDINANCE: Rescinding Chapter 18.18 of the Jefferson County Code (JCC), Applies rural designations and standards to the Irondale/Port Hadlock UGA Planning Area, prohibits mini-storage in rural commercial areas within the UGA Planning Area (with some exceptions) and requires a no protest agreement that mandates future connection to an established wastewater treatment system. 2 RESOLUTIONS: 1) Establishing Goals and Objectives for the 2009 County Budget, and 2) Establishing the Prosecuting Attorney’s Salary to Comply with the Provisions of SSB6297 3 AGREEMENTS: 1) Positron CAD Annual Maintenance for JeffCom with Qwest Communications Corporation; 2) Amendment No. 1 to agreement for Aids Omnibus Services with Clark County Public Health; and, 3) Early Family Support Services (Formerly Alternative Response Services) with Washington State Department of Social and Health Services MENTAL HEALTH SALES TAX OVERSIGHT COMMITTEE: Accept resignation of Mark Huth; and appoint Sheila Westerman ADVISORY BOARD APPOINTMENT: Larry McKeehan as Quilcene/Brinnon Representative to the Jefferson County Tourism Coordinating Council (TCC) LETTER OF SUPPORT: For Clallam/Jefferson Juvenile and Family Court Improvement Plan; Jefferson County Superior Court PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated June 9, 2008 totaling $484,271.43 PAYMENT OF JEFFERSON COUNTY PAYROLL WARRANTS: Dated June 5, 2008 totaling $778,320.53 and A/P warrants done by Payroll dated June 6, 2008 totaling $736,645.57 and dated June 12, 2008 totaling $114,087.51 2008 CONSERVATION FUTURES FUNDING RECOMMENDATION AND HEARING: Several Conservation Futures Citizen Oversight Committee members were present when their recommendation for awarding the 2008 Conservation Futures Funding projects was reviewed. They are recommending that the Finnriver Farm project receive $207,500 and Tarboo Creek Conservation project receive $7,500. Following the presentation, the Board held a public hearing to take testimony on the recommendation. HEARING ON MORATORIUM ON ADULT BUSINESSES: An interim ordinance enacting a moratorium against the issuance of permits or approvals pertaining to adult businesses was approved on May 5, 2008 and is valid for 6 months. The Board held a public hearing that is required within 60 days of the effective day. A Planning Commission subcommittee is currently working on the ordinance. HEARING ON SIGN REGULATIONS: After taking public testimony on proposed changes to the development standards for signs (JCC 18.30.150) Commissioner Sullivan and Commissioner Austin remanded the issue back to the DCD Staff for additional review. PROCLAMATION: Commissioner Sullivan read the proclamation designating the week of June 23, 2008 as Amateur Radio Week. There will be a field day exercise on June 27-29 at Old Fort Townsend State Park with an additional public awareness station at Pope Marine Park in Port Townsend. The public is welcome to attend.
