Highlights from Monday’s Commissioner Meeting June 24, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: several
residents of Brinnon asked the County
Commissioners to intercede with Olympic
Community Action Programs (OlyCAP)
regarding their intention to discontinue the
senior nutrition program at the Brinnon
Community Center; a request was made that
the Commissioners authorize an independent
audit of OlyCAP’s general fund that focuses
on the profits generated from the Bayshore
Motel, and it was suggested that those profits
need to be redirected to meet the needs of
the Brinnon community; two citizens made
comments about local telephone numbers
that were redacted in a public records request
regarding calls made from Commissioner
Sullivan’s office; information on
Commissioner Sullivan’s public disclosure
form was reviewed; a citizen who has
advocated a County noise ordinance for the
past several years asked the Board to do
something about his request; several of the
Puget Sound Partnership’s strategic priorities
were reviewed and it was noted that actions
should sustain ecosystems and address the
threat at the origin instead of addressing the
damage that has been done; currently the
rural part of Jefferson County is bearing the
major brunt for salmon recovery and other
environmental programs; the State
Department of Ecology has announced that a
permit is to be reauthorized for the domestic
wastewater treatment facility in Port
Townsend and this water could go through
tertiary treatment to be cleaned up and used
for aquifer storage and recovery; and a citizen
noted that he has written over twenty-five
letters to the Board and hasn’t received a
response.
CONSENT AGENDA: All the items on the
Consent Agenda were approved.

designated as CR1806; Improvements to
East Price Street
HEARING NOTICE: 2009-2014 Six-Year
Transportation Improvement Program;
Hearing scheduled for Monday, July 21, 2008
at 10:00 a.m. in the Commissioners’
Chambers, Jefferson County Courthouse
REQUEST FOR PUBLIC COMMENT:
Extension of hours for 4 to 6 special shooting
events per year; Jefferson County
Sportsmen’s Club; discussion scheduled for
Monday July 7, 2008 at 10:00 a.m. in the
Commissioners’ Chambers, Jefferson County
Courthouse
3 AGREEMENTS: 1) Community Supervision
Services with Jefferson County Superior Court
with Friendship Diversion Services; 2)
Amendment to agreement regarding evidence
based expansion with the Washington State
Department of Social and Health Services,
Juvenile Rehabilitation Administration; and, 3)
Amendment to Juvenile Accountability Block
Grant Funding for the Proctor Home Program
with Washington State Department of Social
and Health Services, Juvenile Rehabilitation
Administration
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated June 16,
2008 totaling $452,080.65 and June 17, 2008
totaling $5,243.06
PAYMENT OF JEFFERSON COUNTY
PAYROLL WARRANTS: Dated June 18, 2008
totaling $107,415.94
PROCLAMATION: The Board approved a
proclamation designating July as Jefferson
County Recreation and Parks Month. The
Parks Department plans to run a newspaper
advertising campaign and several service
projects are scheduled for the Larry Scott Trail
and H.J. Carroll Park.
PUBLIC HEARING NOTICE: The Board
approved a notice of public hearing on the
intention to sell surplus County equipment. The
equipment includes various vehicles and
trailers, solid waste equipment, and E911 tower
equipment which will be sold at auction and on
EBAY.
WASHINGTON COUNTIES RISK POOL
(WCRP) PROGRAM UPDATE: Jefferson
County is one of 28 Washington counties that
are members of the WCRP which provides
coverage for liability exposures. The WCRP’s
2007 Annual Report and Jefferson County’s
performance regarding insurance claims was
reviewed. The County’s program strengths and
the priority of suggested areas of improvement
were also discussed.
FIFTH MONDAY WEEK: The week of June 30
is a fifth Monday week and there will not be a
County Commissioners meeting.
