HomeMy WebLinkAbout07-22-08Board’s Official Business Highlights from Monday’s Commissioner Meeting July 22, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: several people voiced their opinions about the political climate in the County; a citizen stated that the County needs to be more self- sufficient; a person said that Conservation Futures funding helps encourage sustainable local farming; two people mentioned the need to eradicate Reed Canary Grass in creeks; two people voiced their concerns about equal and responsive government; and when is the Board going to discuss the petition to put the authority for local power on the ballot? CONSENT AGENDA: All the items on the Consent Agenda were approved. 2 RESOLUTIONS: Authorizing application for funding assistance for a Washington Wildlife and Recreation Program Project to the Recreation and Conservation Funding Office as Provided in Chapter 79A, 15 RCW, Acquisition of Habitat Conservation and Outdoor Recreation Lands for 1) the Finnriver Farm Project, and 2) The Brown Dairy Project 2 HEARING NOTICES: Community Development Block Grant (CDBG) Application Close Out; Regional Microenterprise Development Grant; Olympic Microloan Fund administered by Shorebank Enterprise Cascadia; Hearing scheduled for Monday, August 4, 2008 at 10:00 a.m. in the Commissioners’ Chambers, and 2) Interim Ordinance No. 6-0616-08 rescinding Chapter 18.18 of the Jefferson County Code (JCC), applies rural designations and standards to the Irondale/Port Hadlock UGA Planning Area, prohibits mini-storages in rural commercial areas within the UGA Planning Area (with some exceptions) and requires a no protest agreement that mandates future connection to an established wastewater treatment system; Hearing scheduled for Monday, August 4, 2008 at 10:15 a.m. in the Commissioners’ Chambers AGREEMENTS: 1) Emergency Management Grant Assistance Funds to assist in developing the local program for Emergency Management with Washington State Military Department; 2) Amendment to 2007-2011 Consolidated Contract for Health Services with the State Department of Health; 3) Lake assessment and toxic cyanobacteria monitoring with State Department of Ecology; and, 4) MS Office 2007 training for County employees with Peninsula College PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated July 14, 2008 totaling $1,179,446.58 PAYMENT OF JEFFERSON COUNTY PAYROLL WARRANTS: Dated July 16, 2008 totaling $106,400.74 LETTER OF SUPPORT: Washington State Parks’ Application to the Washington Wildlife and Recreation Program Riparian Protection Category PROCLAMATION: The Board approved a proclamation welcoming the 2008 Northwest Intertribal Canoe Journey participants to Port Townsend on July 21. PUBLIC HEARINGS: •Supplemental Budget Appropriations Extensions for Various County Funds: After taking public comment on the requests made by several departments and funds, the Board approved the resolution for the second quarter budget extensions. •2009-2014 Six-Year Transportation Improvement Program: The Six Year Transportation Improvement Program and the budget for the Road Fund were reviewed. Projects are listed according to priority. A project must be included in the program in order to be eligible to receive outside grant funding. There will be a $1.3 million reduction in funding this year because the Secure Rural Schools Act is not being reauthorized by the Federal Government. This will be a major setback for the Road Fund. After taking public testimony, the Board approved the resolution adopting the TIP for 2009-2014. •Sale of Surplus County Equipment: After holding the public hearing, the Board approved a resolution on the intention to sell surplus County equipment. The equipment includes vehicles and trailers, solid waste equipment, and E911 tower equipment. LETTER TO FRED HILL MATERIALS: The Board took action to have the County Administrator sign a letter to FHM about their failure to meet the conditions of their contract.
