HomeMy WebLinkAbout08-19-08Board’s Official Business Highlights from Monday’s Commissioner Meeting August 19, 2008 PUBLIC COMMENT PERIOD: The following comments were made by citizens: a citizen explained his interpretation of the State law regarding vesting and that a property owner can choose which regulations they want to be vested under if the regulations change while the project is under review; a majority of the Jefferson County Association of Realtors endorses the sign ordinance currently in effect which has an exemption for real estate signs; a Port Ludlow resident agreed with a suggestion that the speed limit through Port Ludlow should be 30 mph instead of 40 mph to make the road safer for people who bicycle and walk; several people made suggestions about how to increase revenues in the County, including encouraging businesses to relocate here and making it easier for current businesses to expand; a citizen stated that he thinks the County will need to cut services in order to make up for decreases in revenue; a person reviewed some of his insights on the recent Supreme Court decision regarding critical areas and shorelines master plan regulations and how it will affect the work the County is currently doing on these regulations; and a citizen suggested that the County would save money if all documents were stored electronically. CONSENT AGENDA: The Board approved all of the items as presented. 3 RESOLUTIONS: 1) Amend the Development Agreement with land owned by Port Ludlow Associates per Section 4.6, Exhibit A of the Port Ludlow Development Agreement Resolution No. 42-00; 2) Temporary closure of McInnis Road, County Road No. 336109; and, 3) Creating a County project designated as CR1809; improvements to East Quilcene Road, County Road No. 327508 4 AGREEMENTS: 1) Use of the Jefferson County Small Works Roster for public works projects with the Jefferson County Conservation District; 2) Data use for child death review with Michigan Public Health Institute; 3) Public Infrastructure funding for 2 projects; Water Street infrastructure and Sims Way/SR 20 improvements with the City of Port Townsend RURAL ARTERIAL PROGRAM PROSPECTUSES: 1) Paradise Bay Road; 2) South Discovery Road; 3) Dabob Road; and 4) Chimacum Road to the County Road Administration Board (CRAB) PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated August 11, 2008 totaling $747,685.49 and dated August 13, 2008 totaling $3,972.48 COMMUNITY DEVELOPMENT CODE INTERPRETATION: The Washington State Supreme Court recently ruled that critical areas that fall within the shoreline jurisdiction shall not be subject to the procedural and substantive requirements of the Growth Management Act. This means that only the Shoreline Master Program applies to critical areas within the Shoreline Management Act jurisdiction. DCD staff presented the Board with 4 options to address this change including 2 emergency interim ordinances, an administrative directive, or issuing a code interpretation. Staff also presented a Unified Development Code interpretation on the relationship between the GMA and SMA jurisdictions. No action was required by the Board. ELECTRONIC STORAGE OF RECORDS: The current County policy for retaining permanent records is in paper form. Each Department Head and Elected Official decides how they are going to store the records in their department. Depending on the retention schedule of the document, a department may store some types of documents electronically on Laserfische and other documents in paper form. In order to change to an electronic means of storage, the County needs to meet several conditions that are required by the State Auditor, the State and Local Records Committees, and the State Archivist and these agencies need to approve the method of electronic storage system used. It was suggested that a consultant be hired to analyze the feasibility and the cost of this change to electronic storage.
