Highlights from Tuesday’s Commissioner Meeting September 3, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: Security
Services Northwest had twenty-five
members of their Maritime Security Team on
standby to be shipped to Louisiana
depending on the damage from Hurricane
Gustav; a citizen stated his opinion that it is
greener and faster for people to access
public records electronically because they
don’t have to drive into the Courthouse; a
representative of Fred Hill Materials reported
that the Board of Directors has directed that
a law suit be filed against the County for
breach of the Environmental Impact
Statement Contract on the Pit to Pier
Project; and a citizen commented that public
records requests could be sent by e-mail if
they were stored electronically.
CONSENT AGENDA: The following items on
the Consent Agenda were approved.
ADVISORY BOARD RESIGNATION:

25, 2008 Totaling $455,369.29
COMMISSIONERS BRIEFING SESSION:
•Commissioner Sullivan had several
meetings last week to discuss
options for the financing for the
Irondale/Port Hadlock Area Sewer
System.
•Commissioner Sullivan will attend the
Olympic Area Agency on Aging
meeting this week where they will be
discussing the Area Aging Plan. He
thinks that the Legislature will be
focusing more on aging readiness
this year, especially regarding
building and housing codes.
•Commissioner Austin reported that
Representative Kessler has spoken
with David Moseley of the State
Ferries in favor of the suggested
mitigation for the Hood Canal Bridge
closure to have one ferry run in the
evening from Port Townsend to
Edmonds for commercial trucks.
•Commissioner Austin will attend a
meeting at the Mason County PUD
with the State to discuss the proposed
large onsite septic system project at
Dosewallips State Park that would
include a portion of Brinnon. He has
some concerns that the State may be
looking at other options because of the
cost.
•The Puget Sound Partnership Action
Group has listed the clean up of
Discovery Bay as a high priority.
•The Jefferson County Drug Court
Graduation Ceremony is scheduled
this Thursday at the Courthouse.
•Chairman Johnson talked with the
Puget Sound Partnership about the
Paradise Bay large onsite septic
system project. The Department of
Natural Resources owns the property
where the drainfield will be located.
•Chairman Johnson will be interviewing
candidates for the Executive Director
of the Hood Canal Coordinating
Council this week.
WORKSHOP: Public Works staff briefed the
Board on a proposed ordinance amending the
current ordinance regarding fees for the Solid
Waste Division that would implement a fee for
yard debris disposal. An interlocal agreement
with the City of Port Townsend would also
need to be amended. Currently the fees for
solid waste are subsidizing the yard debris
disposal operation at the Jefferson County
landfill. The Solid Waste Advisory Committee
has done a thorough review of the fees that
other jurisdictions charge for yard debris
disposal and recommend that the Board hold
a public hearing to amend the fee ordinance.
Jefferson County is one of the few
jurisdictions that doesn’t have a fee in place at
this time. Commissioner Sullivan noted his
concern about unintended consequences
such as illegal dumping or burning of yard
debris. Five percent of the revenue from the
fees collected would be used for public
education which may include composting
classes. The Board directed staff to schedule
a public hearing on the proposal.
