Highlights from Monday’s Commissioner Meeting November 4, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: several
citizens stated that they would like the County
Commissioner’s meetings to be broadcast or
webcast so they don’t have to drive into the
Courthouse; an elections observer stated that
he is pleased that over 15,000 Jefferson
County voters have returned their general
election ballots to the Auditor’s Office; a
citizen stated that she thinks the proposed
waterfront setbacks in the draft Shoreline
Master Program are onerous and will lead to
the devaluation of waterfront property; a
person stated his opinion that the
Commissioners need to meet together more
often as a Board to conduct County business
effectively and efficiently; a person stated that
he thinks within the next few years the County
will have to cut staffing and services by 25-
35% because of the current economic
downturn; two people mentioned that they
think the public needs to have more input on
County issues and more access to the
Commissioners; a person stated that he
would like the County Commissioners to
appoint a Citizen Oversight Committee of
stakeholders to look at concerns about the
permitting process; and a resident said that
he thinks funding for Courthouse security
should be included in the 2009 budget.
CONSENT AGENDA: The Board approved
all of the items on the Consent Agenda.
RESOLUTION: Hearing notice for 2008
supplemental budget appropriations and
extensions for various County funds; Hearing
scheduled on Monday, November 17, 2008 at
10:30 a.m. in the Commissioners Chambers
AGREEMENTS: 1) Pole Creek culvert
replacement, Upper Hoh Road with Pacific
Coast Salmon Coalition (PCSC), and 2)
Facilitation services for Parks, Recreation and
Open Space Plan town meetings with Jim
Rough and Associates
ADVISORY BOARD RESIGNATIONS: Davis
Steelquist and Steve Crosland from the
Jefferson County Parks and Recreation
Advisory Board
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated October
27, 2008 totaling $252,396.95 and dated
October 29, 2008 totaling $12,000.00
2009 BUDGET PROCESS AND TENTATIVE
SCHEDULE: The County Administrator stated
that there are 7 weeks until the proposed
adoption of the 2009 budget by the County
Commissioners. He noted that all local
governments in Washington are being faced
with challenges over the next several years
due to the uncertain future of the economy.
He has scheduled individual meetings with the
Elected Officials and Department Heads in the
next few weeks to discuss how to close the
gap between revenues and expenditures. A
second public hearing on the 2009 budget is
planned for December 8.
ADULT BUSINESS MORATORIUM
EMERGENCY ORDINANCE: The Board was
asked to approve a 6-month emergency
ordinance to re-establish an adult business
moratorium. Staff is currently reviewing draft
code language from a Planning Commission
sub-committee. It will then go back to the
Planning Commission and to public hearing
before it is approved by the County
Commissioners. The remainder of the
process is expected to take less than 6
months. The Board approved the emergency
ordinance as presented.
MATS MATS BAY WATER QUALITY
IMPROVEMENT PROJECT AGREEMENT:
Water Quality Staff explained that the funding
from this State Department of Ecology grant
will be used to address the “threatened” water
quality status of Mats Mats Bay. The goal is to
prevent a further downgrade and to protect
shellfish production. They will be looking at
potential sources of pollution including septic
systems, wildlife, and boat discharge. The
project is consistent with the County’s Clean
Water District’s Water Quality Improvement
Plan. The local match is $56,000 over a 3-
year period. The Board approved the
agreement.
WRIA 20 WATERSHED PLAN PUBLIC
HEARING: A Special Meeting of the
Jefferson County Commissioners is
scheduled for Wednesday, November 5, 2008
at 1 p.m. in Forks at the Department of
Natural Resources Olympic Region Office.
The purpose of this meeting is a joint public
hearing with the Clallam County
Commissioners to take public testimony and
vote on the final WRIA 20 Watershed Plan.
