Highlights from Monday’s Commissioner Meeting November 12, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: several
citizens congratulated Commissioners
Johnson and Sullivan on their re-election;
several people mentioned that they think
opposing factions in the County and City need
to work together to find common ground; a
citizen suggested that the City and the County
may want to work together to broadcast or
webcast their City Council and County
Commissioner meetings; a person mentioned
that the State Department of Ecology is having
a meeting this week in Quilcene regarding
water rights and he suggested that he thinks a
Commissioner or County staff person should
attend; a person stated that, as part of the
budget process, he would like the County
Commissioners to appoint a Citizen Oversight
Committee of stakeholders to evaluate
programs and processes at DCD; and a
representative from the Quilcene/Brinnon
Chamber of Commerce stated that they are
interested in taking over the management and
operation of the Brinnon Motel.
CONSENT AGENDA: The Board deleted the
resolution regarding an employment freeze for
discussion and approved all of the other items
on the Consent Agenda.
2 HEARING NOTICES: 1) Proposed resolution
setting 2009 ad valorem tax levies for
Jefferson County for levy in 2008 and
collection in 2009; Hearing scheduled for
Monday, November 24, 2008 at 10:00 a.m. in
the County Commissioners Chambers, and, 2)
Proposed Chimacum Creek No Shooting Area;
Hearing scheduled for Monday, November 24,
2008 at 5:00 p.m. in the Superior Courtroom at
the Courthouse
AGREEMENTS: 1) Mandatory Training for
County Employees with Peninsula College; 2)
Amendment No. 2; Local source control with
Kitsap Health District and Clallam County; 3)
School based Health Center with Kitsap
Mental Health Services; 3) School based
Health Center with Quilcene School District; 4)
Oral Health Care with Cynthia Newman; and,
5) Facilitate the Jefferson County Transition
Network Meeting with Creative Employment
Consultants
CONCURRENCE AND AUTHORIZATION TO
PROCEED: Real property negotiation and
qcquisition regarding South Discovery Bay
Road Realignment Project
PAYMENT OF JEFFERSON COUNTY
PAYROLL WARRANTS: Dated November 5,
2008 totaling $765,775.60 and November 6,
2008 totaling $635,936.87
NEW AND VACANT EMPLOYMENT
POSITION REVIEW: The County Administrator
explained that this resolution formalizes what
has been done by several departments over the
past year. A similar resolution was approved in
2002. All requests to fill new or vacant
employment positions with the County will need
to be reviewed by the County Administrator
before they are advertised.
ROAD NAME CHANGE HEARING: The Board
approved a resolution changing the name of a
private road from Carroll Street and naming an
unnamed portion of a private road to Elderberry
Lane.
APPOINTMENT TO CHIMACUM-HADLOCK
NO SHOOTING ZONE REVIEW COMMITTEE:
Two residents sent letters of interest to be
appointed as a representative stakeholder on
the Chimacum-Hadlock No Shooting Zone
Review Committee after one of the two
stakeholder members resigned. Members of
the committee that were present and the Board
agreed that the position should be filled as soon
as possible to expedite the process. The Board
appointed Jean Ray to the vacant stakeholder
position on the committee.
COMMUNITY DEVELOPMENT BLOCK
GRANT HEARING: The County submits this
grant for public services to the State annually
on behalf of OlyCAP. The Director of OlyCAP
gave an overview of all the programs that they
administer for residents in Jefferson and
Clallam Counties whose annual income is at or
below the poverty level. After the Chair closed
the public hearing, the Board approved the
paperwork for the CDBG application for the
2009 Public Service Grant with CTED. The
amount of the grant funding is $142,948.
RESOLUTION FOR SECURE RURAL
SCHOOL PROGRAM: When Congress passed
the Emergency Economic Stabilization Act of
2008, the SRS funding was included. The
County must formally elect to receive the
revenue and indicate where it will be spent.
There are strict parameters on how the funding
can be used. Jefferson County has chosen to
allocate 85% for Title 1 programs (County roads
and schools) and 15% for Title II programs
(projects that benefit the National Forest and
youth programs.) The Board approved the
resolution to accept full payment of the funding
from the federal government.
