Highlights from Monday’s Commissioner Meeting November 18, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: a person
stated that he thinks the minority report
submitted with the Planning Commission’s
recommendation on the Comprehensive Plan
amendments addresses several amendments
that did not need to be addressed; a Port
Ludlow resident spoke against the Iron
Mountain Quarry Comprehensive Plan
amendment; several citizens expressed their
concerns about the current operations of the
Border Patrol on the Olympic Peninsula; a
person reported that the State Department of
Revenue will be addressing changes in open
space taxation relating to horse boarding and
he stressed the important of preserving
farmland; another citizen noted that there are
several horse boarding operations in Jefferson
County that may be affected; a person
mentioned that the County’s bond rating has
gone up and he suggested that public
infrastructure projects such as the UGA sewer
can help the local economy; a citizen said that
in his opinion the economy will continue to
deteriorate and he stated that he thinks it is
very important for the County to stay ahead of
the curve and lay off employees now so they
have a chance to find other jobs; and a citizen
suggested that the Commissioner’s Office may
want to develop a document that lists the
difference between legislative and quasi-
judicial actions that will help people decide if
the Public Comment Period is a proper venue
for their testimony.
CONSENT AGENDA: The items on the
Consent Agenda were approved.
RESOLUTION: Providing a positive cash
balance in the Jefferson County Department of
Community Development Fund
AGREEMENTS: 1) Collective Bargaining;
January 2008 through December 2010;
Jefferson County Uniformed Support Services
(Corrections, Animal Control and Courthouse
Security) with Teamsters Local Union #589,
and 2) Subscription Agreement for agreement
listed above.
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated November
10, 2008 totaling $469,363.91
PRESENTATION ON 2008
COMPREHENSIVE PLAN AMENDMENTS:
Staff presented the Planning Commission and
the final Staff recommendations on the 2008
CP Amendment docket. The vote of the
Planning Commission on each amendment
and a few highlights on their findings and
conclusions were included. The Planning
Commission had a tie vote on MLA08-69 and,
as a result, the ordinance requires that the
County Commissioners hold a public hearing.
The Board approved a hearing notice for
Monday, December 1, 2008 at 5 p.m. in the
Superior Courtroom to take testimony from the
public on all the amendments included on the
2008 CP Amendment Docket. The Board needs
to take action on the docket by December 8.
2008 SUPPLEMENTAL BUDGET HEARING:
Superior Court and Jeffcom submitted
emergency requests for appropriations and
extensions that could not wait until the 4th
quarter supplemental budget process and
hearing in December. The Board reviewed the
expenditures which were not anticipated when
the 2008 Budget was adopted. After taking
public testimony, the Board approved the
requests.
2009 BUDGET PREPARATIONS: The County
Administrator updated the Board on several
policy and budget issues that will be before
them within the next month. He has been
gathering information to develop a conservative
multi-year budget projection and determine
what actions need to be taken in 2009. The
cyclical downturn in the economy, the
increasing cost of providing services, and the
reduction in revenues have contributed to this
situation. He reviewed a detailed memo which
laid out several options including the possible
use of banked capacity.
IRONDALE/PORT HADLOCK URBAN
GROWTH AREA (UGA) SEWER FACILITY
PRELIMINARY DESIGN CONTRACT: The Port
Hadlock Wastewater Facilities Plan was
recently approved by the State DOE. After a
brief update from DCD staff and questioning the
representative from TetraTech, Inc. about the
timeline for construction of the sewer facility, the
Board approved the contract for preliminary
design. The funding for the contract is from the
Public Infrastructure Fund and a DOE
Reclaimed Water grant.
CHANGES IN PROCTOR HOME PROJECT:
The current Juvenile Services Proctor Home will
no longer be available after the 1 of the year. st
They have found a new facility in Port
Townsend that is a little less money and will
keep the kids local. The Board signed a
contract agreement with Kelli Parcher and an
amendment releasing them from the current
lease.
