Highlights from Monday’s Commissioner Meeting December 2, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: a person
stated that he thinks that the County needs a
sustainable, self-sufficient economy with a
broader tax base; a person asked that the
Board lobby Federal Elected Officials to
reduce the amount being budgeted for the
Border Patrol; a citizen stated that in his
opinion the State is proposing disproportionate
budget cuts that will affect K-12 and higher
education and the benefits to people on fixed
incomes and he asked the Commissioners to
talk to the State Legislators about restructuring
State budget priorities; a person reported that
he read an article about the Clean Air Agency
in several Washington counties that plans to
issue $1,000 fines to people emitting wood
smoke from their chimneys and he thinks that
in these difficult economic times people need
to be able to use supplemental wood heat; a
citizen read his comments on the final decision
of the Western Washington Growth
Management Hearings Board regarding the
Critical Areas Ordinance; a person stated that
he thinks it is important that everyone who
speaks during the Public Comment Period is
treated the same; and a citizen said that he
thinks the County should contract with local
companies for services whenever possible.
CONSENT AGENDA: The items on the
Consent Agenda were approved.
2 RESOLUTIONS: 1) Hearing notice for
supplemental budget appropriations and
extensions for various County funds; Hearing
scheduled on Monday, December 15, 2008 at
11:00 a.m. in the Commissioners Chambers,
and 2) Closing County Administrative Offices
at noon on Christmas Eve

NOXIOUS WEED CONTROL BOARD
PROGRAM: The program Coordinator and four
members of the Noxious Weed Control Board
were present to review the work that they have
done in 2008 with the help of many volunteers.
For several years, the program in Jefferson
County has been supported by Clallam County
through Title II funding from the Secure Rural
Schools Act. They asked the Commissioners for
assistance to secure stable longer-term funding
for the program. The RCW requires that funding
for Weed Boards come from the General Fund
or a parcel assessment and they proposed
several assessment scenarios.
CONSERVATION FUTURES PROGRAM: The
Conservation Futures Ordinance requires the
Citizen Advisory Board to review the program
principals and make recommendations to the
Commissioners for modification of the program
every two years. The Vice-Chair reviewed the
proposed revisions which would require a
property appraisal later in the process and
waive appraisal requirements for acquisitions
with an assessed value or opinion of value by a
realtor or appraiser of less than $20,000. The
current status of the properties that have
received Conservation Futures Funding was
also reviewed. The Commissioners approved
the changes to the program pending a legal
review from the Civil Deputy Prosecuting
Attorney.
AGREEMENT TO ACQUIRE GLENDALE
FARM CONSERVATION EASEMENT: The
Board approved this State Farmlands
Preservation Project agreement for the
Glendale Farm conservation easement. The
Jefferson Land Trust is working with the County
on the project which was awarded Conservation
Futures funding in 2007. A separate agreement
between the Land Trust and the County is also
being developed.
2008 COMPREHENSIVE PLAN
AMENDMENTS HEARING: Approximately 35
interested citizens were present for this public
hearing on the 2008 Comprehensive Plan
Amendment Docket. The majority of the people
commented on the Iron Mountain Quarry
application for a mineral resource land (MRL)
overlay. The Commissioners are scheduled for
deliberations and decisions on the final docket
next Monday, December 8 at 5 p.m. in the
Superior Courtroom.
