Highlights from Monday’s Commissioner Meeting December 9, 2008
PUBLIC COMMENT PERIOD: The following
comments were made by citizens: a person
stated that because of the break-in after
hours at the Courthouse last week, he thinks
the Commissioners need to look at a total
security package for County buildings
including a security system for the perimeter
of the Courthouse; a citizen thanked the
Board, County Administrator, Elected
Officials, and Department Heads for working
together to develop a revised 2009 Budget
that addresses the current financial down
turn; a person stated that he thinks the
arguments for the Border Patrol on the
Peninsula and liberal environmentalists are
very similar because their reasoning is that
they are protecting citizens from unknown
threats in the future; and a person stated
that he thinks it is important that everyone
who speaks during the Public Comment
Period is treated the same and he asked if
there is a policy regarding the Public
Comment Period?
CONSENT AGENDA: All of the items on the
Consent Agenda were approved as
presented..
ORDINANCE: In the Matter of the
establishment of a “No Shooting Zone” in
Irondale to be known as the Chimacum
Creek No Shooting Zone
2 AGREEMENTS: 1) Family and Juvenile
Court Improvement Plan with Clallam
County, and, 2) Manage and provide a
residential facility for the Proctor House
Program with Kelli Parcher Corporation
CALL FOR BIDS: Supply of liquid asphalt
products and supply of aggregate products;
Bids will be accepted until 9:55 a.m. on
Monday, January 12, 2009 and opened and
read publicly shortly thereafter in the
Jefferson County Commissioners Chambers
LETTER OF SUPPORT: For grant
applications requested by the Voices for
Veterans
ADVISORY BOARD RESIGNATION:
Jefferson County Planning Commission
Representative Barbara Nightingale from the
Housing Action Plan Network
2009 BUDGET HEARING: A majority of the
Elected Officials and Department Heads
were present at the public hearing on the
revised 2009 Budget. The County
Administrator gave a presentation and noted
that he thinks the budget is financially
responsible and deals with today’s economic
realities. He said that all the Departments have
worked together to leave more reserve fund
balance at the end of 2008 and to cut
expenditures as much as possible in their 2009
budgets. On November 24, the Board
approved a resolution declaring an emergency
which allows the use of banked capacity to
help balance the General Fund budget. Five
citizens commented at the hearing. Everyone
was thanked for their participation in the
process. The County Administrator plans to
start working with the Elected Officials and
Department Heads on the 2010 Budget at the
beginning of 2009 so that there will be time to
look at additional cost savings and streamlining
or combining programs and projects for
increased savings. The recommended 2009
Budget is posted on the County’s web page at
www.co.jefferson.wa.us. It can be accessed
by clicking on the link at the top of the home
page. The Board is scheduled to take action on
the 2009 Budget at the December 15 meeting
at 10 a.m.
PARKS AND RECREATION ADVISORY
BOARD INTERVIEW: After the Board
interviewed Garth McHattie they appointed him
to a vacant position on the Parks and
Recreation Advisory Board representing
Commissioner District #2.
2008 COMPREHENSIVE PLAN AMENDMENT
DELIBERATIONS: Approximately 10
interested citizens were present for the
deliberations and decision on the 2008
Comprehensive Plan Amendment Docket. The
Board voted unanimously to deny the
amendment to designate the Iron Mountain
Quarry mineral resource land (MRL) overlay
near the Port Ludlow Master Plan Resort
(MPR). The Board took action to direct
Department of Community Development staff
to prepare an ordinance of adoption reflecting
their decision on the applications.
NO COMMISSIONER MEETINGS ON
DECEMBER 22 AND 29: The Commissioners
took action on December 1 to cancel their
regular December 22 meeting and there is no
meeting on December 29 because it is a fifth
Monday week. The last regular
Commissioner’s meeting in 2008 is December
15.
