Highlights from Tuesday’s Commissioner Meeting January 21, 2009
PUBLIC COMMENT PERIOD: The following
comments were made by citizens in attendance
at the meeting: a citizen stated his opinion that
the draft Shoreline Master Program needs to be
re-evaluated because the regulations are
onerous and will put a financial burden on
shoreline property and residence owners and
there is no science to prove that the current
Shoreline Master Program isn’t working; the
Board and the public were invited to a special
event hosted by the Sportsmen’s Association on
January 29 when two Army marksmen who are
Olympic athletes will give a shooting
demonstration and promote Army recruitment;
two citizens commented on the new guidelines
for the Public Comment Period and one of them
noted that in his opinion the County
Commissioners need to take time to dialog with
constituents rather than just listening to what
they have to say and not responding; and a
person commented that he thinks the
Commissioners need to make an effort to speak
louder so that the people sitting in the back rows
of the Chambers can hear them.
CONSENT AGENDA: The Consent Agenda was
approved as presented.
RESOLUTION: Establishment of the amount of
Conservation Futures tax levy funds available in
2009 to approve projects and the establishment
of a deadline for submission of applications in
2009 in accordance with Ordinance No. 06-
0708-02 to provide a system of public open
spaces
CALL FOR BIDS: Supply of aggregate products;
bids will be accepted until 9:55 a.m. on Monday,
February 9, 2009 and opened and read publicly
shortly thereafter in the Jefferson County
Commissioners Chambers
9 AGREEMENTS: 1) 2009 Hotel-Motel Funding
for the operation of the Olympic Peninsula
Gateway Visitor Center with the Jefferson
County Historical Society; 2) 2009 Hotel-Motel
Lodging Tax Funding with the Jefferson County
Historical Society; 3) 2009 Community Services
Funding with Jefferson County Fair Association;
4) 2009 Community Services Funding with Port
Townsend Senior Association; 5) 2009
Community Services Funding with Gardiner
Community Center Board; 6) Provision of juvenile
detention facilities with Kitsap County; 7) School
Nurse Corps Program with Olympic Educational
Service District #114; 8) School Based Health
Center with Jefferson Healthcare Hospital; Port
Townsend School District; and Chimacum School
District; and, 9) Medical service agreement with
Group Health Cooperative
ROAD USE PERMIT: To access one waste
disposal site permitted to Rayonier Forest
Resources; Jefferson County Public Works;
Washington State Department of Natural

PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated December 23,
2008 totaling $565,947.34 and December 27, 2008
totaling $3,790.88
LETTER OF SUPPORT: The Board signed letters
of support to the State Legislators to request
continued funding for the Washington Wildlife and
Recreation Program (WWRP). In 2008, the
County submitted WWRP grant applications to the
State that would help leverage funding for
proposed conservation easements for Finnriver
Farm and the Brown Dairy.
HEARING ON PUBLIC WORKS TIP: This hearing
was scheduled to take testimony on amending the
2009-2014 Transportation Improvement Program
to add road overlay projects on seven miles of
Center Road and one mile of Chimacum Road.
These projects were listed on past TIPs but were
removed because there was no funding available.
However, these projects may meet the criteria for
the State Economic Stimulus Program because
they could be ready to go out to bid this summer.
After the public hearing, the Board took action to
add the two projects to the TIP.
BID OPENING FOR LIQUID ASPHALT: One bid
to supply liquid asphalt was received from Albina
Asphalt. Public Works staff will review the bid and
submit a recommendation of bid award to the
Board.
