HomeMy WebLinkAbout02-03-09Board’s Official Business Highlights from Monday’s Commissioner Meeting February 3, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens: two citizens stated that they think the public should be able to review the actual documents on the Commissioners’ agenda before the Commissioners’ meetings; a business owner who is taking the County to court suggested that instead of putting restrictions on his business, the County needs to encourage it because businesses help bring in more revenue than just property taxes; a person stated that the Jefferson County Democratic Party passed a resolution stating their opposition to the increased presence of the Border Patrol on the Olympic Peninsula; and a person noted that he is pleased that there are more discussions on the Board’s agenda regarding important issues that the public should know about such as the Urban Growth Area and DOE’s proposed instream flow rules. CONSENT AGENDA: The Board approved all of the items on the Consent Agenda. RESOLUTION: Creating a County project designated as CR1827 (Center Road and Chimacum Road) REVISED HEARING NOTICE: Proposed Ordinance to increase department of Community Development fee schedule; Hearing scheduled on Tuesday, February 17, 2009 at 10:00 a.m. in the Commissioners Chambers 3 AGREEMENTS: 1) Project SEARCH Program with Skookum Corporation; 2) Amendment to the consolidated contract for health services with State DOH; and, 3) Emergency Management Performance Grant Funds with State Military Department, Emergency Management Division ACCESS/MAINTENANCE EASEMENT: Affecting County property located off SR101 south of Quilcene with Jacoba and Robertus Van de Weghe BID AWARD: Supply of liquid asphalt products with Albina Asphalt 2009 CERTIFICATION OF ROAD LEVY: To Washington State County Road Administration Board (CRAB) ADVISORY BOARD RESIGNATION: Hyatt Barnes from the Jefferson County Marine Resource Committee 2 ADVISORY BOARD APPOINTMENTS: Jerry Gorsline as Environmental /Conservation Alternate, and Stephen Lewis as Recreation Representative to the Jefferson County Marine Resource Committee PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated January 26, 2009 totaling $444,228.77 PAYMENT OF JEFFERSON COUNTY A/P WARRANTS: Dated January 20, 2009 totaling $98,546.56 and dated January 26, 2009 totaling $42,492.74 REALLOCATION OF CONSERVATION FUTURES FUNDS: The Board approved a resolution to reallocate Conservation Futures funds and transfer $7,500 that was awarded to the Tarboo Creek Conservation Project in 2008 to the Upper Tarboo Creek Conservation Easement Project. The Conservation Futures Ordinance allows this action which was recommended by the Conservation Futures Oversight Committee. IRONDALE/PORT HADLOCK URBAN GROWTH AREA UPDATE: The General Sewer Plan Committee has approved the sewer plan and is recommending that the Board adopt it. DCD recommends that the plan be included with the Board’s review of the GMA Hearings Board compliance issues in the UGA package. Commissioner Sullivan will travel to Washington, DC next week to lobby for funding for the project. A citizens stakeholder committee will be formed as the process moves forward. DRAFT INSTREAM FLOW RULE: The State DOE’s final draft rule will be available at the end of February and there will be a six month comment period. Key points are: preservation of stream flows for fish stocks by setting a water right for the stream, setting groundwater reserves for future use, and setting a new conservation standard which is 500 gallons a day maximum. This will affect the Chimacum, Salmon, Snow, and Little Quilcene water basins. There was a brief discussion about several possible mitigation measures that the County is looking at that will aid landowners. There was also a discussion about the need to preserve water in the Chimacum basin for agriculture.
