Highlights from Tuesday’s Commissioner Meeting February 18, 2009
PUBLIC COMMENT PERIOD: The following comments
were made by citizens: A citizen stated that he feels there
are a number of unresolved issues in the proposed in-
stream flow rules which will stop development in the rural
areas and if it is passed it will take a minimum of 1 year to
change it when problems are found; another citizen stated
that he feels the Commissioners are not getting the whole
truth on the proposed shoreline master plan revision;
another citizen commented about the Shoreline
Management Master Plan and how a local public official
will, he feels, benefit from it; another citizen asked that the
County Administrator find out how many more employees
will be needed to handle the extra permitting required by
the revised Shoreline Management Master Program which
she feels will hurt the citizens of the County and the
shoreline property owners; a citizen stated that he feels the
update of the Shoreline Management Master Plan was
basically done by the State DOE and is not the County's
plan and he is not seeing that the buffers required will
produce a benefit; a citizen asked what the County’s Long
Range Planning Division has done to address the boom
and bust cycle that the economy is experiencing and he
sees no reason at all for the Shoreline Management Plan
update; another citizen reported that the Governor has
announced that she wants to eliminate a number of
Advisory Boards and Commissions and the County
Commissioners appoints volunteers to serve on some of
those advisory boards such as the Ferry Advisory
Committee; and a citizen discussed legal non-conforming
use and how grandfathered uses are not favored in this
County.
CONSENT AGENDA: The Board approved all of the items
on the Consent Agenda after a slight revision to #11 and
12.

HEARING re: Proposed Ordinance to Increase
Department of Community Development Fee
Schedule: After taking public comment on this proposed
fee schedule, the Board postponed taking any action to
allow more time for the Board members to review the
proposal and ask questions of staff. Deliberations on this
proposed Ordinance are set for the next Board meeting on
February 23, 2009.
COMMISSIONERS BRIEFING:
Commissioner Austin reported: He asked Commander
Mark Loose of Indian Island, to send a letter to the State
regarding how important it is to the Navy to have ferry
service from Port Townsend to Whidbey Island. Rear
Admiral James Symonds. Naval Region Northwest has
forwarded a copy of a letter he sent to the State on this
matter.
Commissioner Sullivan: He met with a number of ferry
system stakeholders in Olympia last week regarding the
State Ferry Plan, and he was in Washington D.C. last week
talking with the congressional delegation about local
issues.
Commissioner Johnson: The Olympic Region Clean Air
Agency has a plan to provide a stipend to residents who
replace their wood stoves for a clean wood stove or a
propane stove.
Sheriff’s Resignation: The Board directed that a letter be
send to the Democratic Central Committee asking for a list
of three names so that this vacancy can be filled.
