HomeMy WebLinkAbout03-10-09Board’s Official Business Highlights from Monday’s Commissioner Meeting March 10, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens: Three representatives from Pope Resources commented about the proposed land swap between Pope Resources and the State Department of Natural Resources in order to better manage their properties by having them in closer proximity, and they asked the Board if they could schedule a presentation on the land exchange at a workshop when they would have more time to explain the information that has been compiled; a DNR public hearing on the land exchange is scheduled on March 31; a citizen stated his opinion that employees in the Health Department, Department of Community Development and Public Works should have to fill out timecards in 15 minute increments; property owners commented about the reduced sales price of shoreline property due to the proposed buffers and setbacks from the water in the draft Shoreline Master Program; two citizens referenced a recent King County Court case regarding critical area buffers that went to the Supreme Court where they voted not to make a decision or change the ruling which was in favor of property rights advocates; a resident who has taken the County to court several times due to business zoning regulations stated that he is not going to give up on his fight to restore his business. CONSENT AGENDA: The Board approved all of the items on the Consent Agenda 3 AGREEMENTS: 1) Rick Tollefson Memorial Trail design services with MacLeod Reckord 2) 4-H After School Program Lead Teacher Services for WSU - Jefferson County Extension Office with Virginia L. Beard; and, 3) 4-H After School Program Lead Teacher Services for WSU - Jefferson County Extension Office with Sue Hay TRANSPORTATION FUNDING APPLICATION: American Recovery and Reinvestment Act (ARRA) Transportation Funding Application; Center Road Asphalt Overlay Phase 4 with Washington State Department of Transportation LETTER OF SUPPORT: To Representative Norm Dicks for Port Hadlock Wastewater System to be Included in the State and Tribal Assistance Grants (STAG) Program LETTER OF ENDORSEMENT: To Representative Norm Dicks for FY2010 appropriations request for Olympic Discovery Trail ADVISORY BOARD RESIGNATION: 1) Debi Bainbridge from the Jefferson County Lodging Tax Advisory Committee (LTAC) JOINT LETTER TO LEGISLATORS: The Board approved a draft joint letter from the Jefferson County Commissioners and the Clallam County Commissioners to Representative Kessler, Representative Van De Wege and Senator Hargrove supporting the system that Montana uses to seek funding support from citizens in order to maintain their parks. It is a voluntary donation, not a tax The Bogachiel State Park and Old Fort Townsend State Park are on a list of park closures because of State budget constraints. In addition, there have also been discussions at the State level about closing Fort Flagler State Park and Fort Casey State Park. BID OPENING: One bid for publication of County legal notices was submitted by the Port Townsend Leader. The bid will be reviewed and a recommendation will be made to the Board for bid award. PASSENGER FERRY SERVICE: The Board took action to direct the County Administrator to write and sign a letter to the State legislators to request that a passenger ferry service route from Port Townsend to Kingston, and on to Seattle be established when the Hood Canal Bridge is closed for repairs. The proponents for the ferry, including the Port of Port Townsend, would like to see this trial period go through the end of the year to see if it can become a successful venture.
