Highlights from Monday's Commissioner Meeting April 27, 2008
PUBLIC COMMENT PERIOD: The following comments were
made: Many ideas for budget savings have been shared with
the Board, such as making records available electronically
and delaying the replacement of computers, yet those ideas
have been ignored; the Board, Planning Commission and
Department of Community Development staff were
commended for including channel migration zones as
geological hazards in the update to the Critical Areas
Ordinance; an article in the Port Townsend Leader last week
reported that progress is being made with regard to our local
economy thanks to the efforts of WSU Team Jefferson which
is working on economic development and focusing on
investment in local entrepreneurs and small businesses
through the Investment Opportunity Network; the Board was
thanked for their efforts in lobbying for the legislation on the
“Opt-Out” program for State Parks; a suggestion was made to
create a “reverse moratorium” on the UDC and to change the
Use Table to allow more uses in order to promote business
and stimulate our local economy.
CONSENT AGENDA: The Board approved the Consent
Agenda items as presented.

3 AGREEMENTS: 1) REACH Program Services with Olympic
Community Action Programs (OlyCAP); 2) Target Zero Task
Force Project to Fund Traffic Safety Manager Position with the
Washington Traffic Safety Commission; and 3) Larry Scott
Trail Resurfacing Project No. CR1069 with Leavitt Trucking, Inc.

COMMISSIONERS/COUNTY ADMINISTRATOR’S
BRIEFING SESSION:
- A memorial service was held for Chief Bob Wilson on Friday,
April 24, 2009 in Quilcene with more than 1,000 people in
attendance. Commissioner Austin noted that Ed Wilkerson
deserves thanks for his great assistance with the planning and
preparations for the memorial service.
- The State Senate for voted in favor of the State Parks
legislation. Commissioner Austin suggested a letter be drafted
to local resident Nora Porter and State Representative Lynn
Kessler thanking them for their work on this issue.
- The State has vaccine supplies for the Swine Flu virus if
needed. No cases in Washington State have been reported at
this point.
- A memorial service will be held for Public W orks County
employee Vicki Breithaupt at 2:00 p.m. on Thursday, April 30,
2009 at her home in Discovery Bay.
- The Prosecutor, Sheriff, District Court Judge and Jail Nurse
Practitioner will hold a discussion on Mental Health, Courts and
Jail Services at the Port Townsend Community Center on
Wednesday, April 29, 2009.
- WSU Team Jefferson will provide the Board an update next
week on their economic development efforts.
- The County continues to track instream flow rules that affect
the Chimacum basin with the State Department of Ecology.
- Projects for the Quimper Wildlife Corridor are progressing and
E-911 funding from the State is being carefully tracked.
HEARING: The Board held a hearing and took comments on
the 2009 1 Quarter Supplemental Budget Appropriations/st
Extensions for Various County Funds and 2009 Budget
Reductions. At the close of the hearing the Board adopted the
following resolutions.
RESOLUTION NO. 24-09 re: 2009 Budget
Appropriations/Extensions for Various County Funds
RESOLUTION NO. 25-09 re: Voluntary Reduction of Elected
Officials’ Salaries to the General Fund
RESOLUTION NO. 26-09 and NOTICE OF PUBLICATION re:
Establishing New Hours of Operations for the General Public at
the Jefferson County Courthouse (Effective May 1, 2009)
RESOLUTION NO. 27-09 re: Mid-Year Budget Reductions for
Various County Departments
HEARING: The Board held a hearing and took comments on
revisions to the Critical Areas Ordinance based on the final
decision and order of the Western Washington Growth
Management Hearings Board. The Board directed staff to
schedule this matter for deliberation and possible approval
during their next meeting on Monday, May 4, 2009.
UPDATE: Public Health Director Jean Baldwin and Water
Quality Program Manager Neil Harrington were present to give
an update on the Swine Flu virus and the health of Jefferson
County lakes due to toxic algae blooms.
LETTER: The Board directed the County Administrator to draft
a letter to Pope Resources and the State Department of Natural
Resources outlining the conditions acceptable to the County
regarding a proposed land exchange between those two
agencies.
