HomeMy WebLinkAbout05-12-09Board’s Official Business Highlights from Monday’s Commissioner Meeting May 12, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens: a citizen spoke against the approval of the Take It Seriously: Sex, Abstinence and Media program agreement because he thinks the County has no business being involved in that kind of activity; two people stated their opinions that the County needs to relax current development regulations for expansion of existing businesses because it would create 100 new jobs according to a presentation by Team Jefferson; a citizen noted that in the 1700's there was a tsunami that devastated the area, and he thinks there is a good chance that it could happen again; two citizens commented on the “Sunshine Forum” that some citizens are sponsoring on the draft Shoreline Management Program; a person stated that in his opinion the County’s “no net loss” provision in dealing with land use regulations presumes that people are always a threat to the environment and doesn’t take into account all the work that people have done, and continue to do, to preserve and restore the environment; and a person stated that he thinks the Commissioners have a double standard in public meetings when dealing with certain constituents and their friends. CONSENT AGENDA: The Board deleted the agreement regarding Take It Seriously: Sex, Abstinence and Media program and approved the other items on the Consent Agenda. ORDINANCE: Amending the Critical Areas Ordinance as codified in Chapter 18.22 JCC HEARING NOTICE: 2009 Conservation Futures Funding Program applications; Hearing scheduled for June 8, 2009 at 10:15 a.m. in the Commissioners Chambers 2 AGREEMENTS: 1) Waterline to Cape George Trailhead, Larry Scott Memorial Trail Project with Nowak Plumbing, Ltd. and, 2) Upper Hoh Road Emergency Repair Project with the County Road Administration Board EASEMENT and ASSIGNMENT OF RIGHTS: Glendale Farm agricultural easement with Kirk Salvatore, Grantor and Jefferson Land Trust, Co-Grantee EASEMENT: Installation of utilities along a portion of E. Quilcene Road by Puget Sound Energy PAYMENT OF JEFFERSON COUNTY PAYROLL WARRANTS: Dated May 5, 2009 totaling $757,728.49 and A/P warrants done by Payroll dated May 6, 2009 totaling $632,945.25 LETTER OF SUPPORT FOR DNR LAND EXCHANGE: The Board sent a letter to the WSAC representative to the State Board of Natural Resources supporting the proposed boundary expansion for the Dabob Bay Natural Area and the associated inter-grant exchange and trust land transfer. PLANNING COMMISSION REVIEW OF THE PRELIMINARY DRAFT OF THE SHORELINE MASTER PROGRAM: The Board approved a 2- week time extension request by the Planning Commission for their portion of the SMP update process. The Planning Commission wants the additional time to more thoroughly address several important issues raised by the public. DCD Staff agreed with the request and submitted a revised SMP update schedule reflecting the timeline revisions in the process. A few months ago, the Board requested that DOE grant a 4- month extension on submission of the final document for DOE review and it was recently approved. UPDATE FROM FERRY ADVISORY COMMITTEE: Highlights included: •A 64-vehicle ferry for the Port Townsend/Keystone run is scheduled to be transferred from Todd Shipyards to State Ferries by mid-June 2010. •The State appropriated funds for 2 additional 64-vehicle ferries in the 2009- 10 budget. Projected launch time is 2011. •Due to the success of the Port Townsend/Keystone ferry reservation system, State Ferries is considering a system-wide reservation program. •The “twilight cruise” from Edmonds to Port Townsend while the Hood Canal Bridge is closed has been very popular.
