HomeMy WebLinkAbout05-19-09Board’s Official Business Highlights from Monday’s Commissioner Meeting May 19, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens: two people expressed concerns that they think the public will need more than two weeks to review and make public comments on the 200-page draft Shoreline Master Program update; a citizen stated that he thinks more County employees will be laid off if the revenue situation doesn’t improve because inflation will affect wages and costs and there will be less grant funding available; two people encouraged the Board to appoint an advisory committee of local business owners who will work on future economic development; a person said that he thinks that several families who have owned shoreline properties in the County for over one hundred years are responsible property owners and take care of their land; a person stated that he thinks all correspondence that is written on County Commissioner letterhead should be listed on the Board’s agenda; a person stated that the Port of Port Townsend is the local government agency responsible for economic development in the County and the public should encourage them to sponsor workshops on the subject; and a person stated that he thought the Rhody Festival and parade were very successful this year even though the Hood Canal Bridge was closed which made traveling to Port Townsend more difficult for many entries. CONSENT AGENDA: The Board approved all the items on the Consent Agenda. 2 RESOLUTIONS: 1) Participation in the 2009 revision of the Natural Hazards Mitigation Plan, and, 2) Cancellation of Unclaimed Warrants MEMORANDUM OF UNDERSTANDING and MEMBERSHIP AGREEMENT: Washington Counties Select Retrospective Rating Program with the Washington State Association of Counties 5 AGREEMENTS: 1) Amendment No. 15 to the consolidated contract for health services with the Washington State Department of Health; 2) Take It Seriously: Sex, Abstinence and Media (TISSAM) with the University of Washington; 3) Rural Arterial Program (RAP) Project; South Discovery Road MP 2.65 to 3.64 with Washington State County Road Administration Board (CRAB); 4) Rural Arterial Program (RAP) Project; Paradise Bay Road MP .037 to 1.53 with Washington State County Road Administration Board (CRAB); and, 5) Upper Hoh Road MP 4.30 to 4.35 Emergency Repair Project No. XO1822 with the Washington State Department of Transportation PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated May 11, 2009 totaling $680,527.56 COMMISSIONERS BRIEFING: The Commissioners reported on the following items: •Commissioner Johnson was present when the Governor signed the “Opt Out Program” legislation to fund State Parks. •Representative Van de Wege compli- mented the Commissioners on the work being done by staff to address the water quality issues at Mystery Bay. The County’s goal is to make sure the water in the bay is clean enough to continue to harvest shellfish. •The State Board of Health Environmental Committee is meeting in Port Townsend on Thursday prior to the Jefferson County Board of Health meeting. •Jefferson County Housing Authority is continuing negotiations with the Clallam County Housing Authority regarding the possibility of becoming a joint agency. BID OPENING FOR ASPHALT OVERLAY PROJECT: Half of the funding for this project is being paid from Federal Stimulus Funds. They will be resurfacing two miles of Center Road between Chimacum and SR104. Bids were received for the asphalt overlay project from Lakeside Industries of Port Angeles and Cleaver Construction of Poulsbo. The Public Works Department will review the bids and bring a recommendation for bid award to the Board for approval within the next few weeks.
