Highlights from Tuesday’s Commissioner Meeting May 27, 2009
PUBLIC COMMENT PERIOD: The following
comments were made by citizens in
attendance at the meeting: a person noted that
there was a pamphlet in the Peninsula Daily
News last week about the primary role and
responsibility of the Port of Port Townsend to
encourage economic development in the
County; there will be a presentation on clean
energy businesses and opportunities this
Thursday at the Skookum Building; two people
said that even though it is the Port’s
responsibility to promote economic
development, economic development is an
element in the Growth Management Act and
the Comprehensive Plan and they think that
restrictive zoning and enforcement regulations
in the County make it difficult for a business to
relocate or expand; a citizen reported that he
thinks the Sunshine Forum on the proposed
Shoreline Master Program update was a
success with approximately 90 property
owners in attendance, including many
waterfront property owners who indicated that
they didn’t receive notification from the County
about the proposed changes that would impact
the use of their property; a citizen requested
that the County Commissioner’s meeting
minutes list the names of the people who
speak during the Public Comment Period and
that a tentative agenda and detailed minutes
be done on the County Administrator’s Briefing
Session in the afternoon; and, another person
asked about the requirements for listing
correspondence on the Commissioner’s
agenda?
CONSENT AGENDA: The Consent Agenda
was approved as presented.
RESOLUTION: Amending the Jefferson
County Personnel Administration Manual,
Chapter 6 Section 4.0 (Holiday Pay During a
Declared Emergency Budget Reduction -
Furlough Days
AGREEMENT: Project SEARCH with
Jefferson County Public Health and Port
Townsend School District #50
BID AWARD: Center Road Overlay Project,
Phase 4, with Lakeside Industries
LETTER OF CONGRATULATIONS: For
Receiving a 2008 National Wetlands Award for
Conservation and Restoration to Peter Bahls,
Northwest Watershed Institute
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated May 13, 2009
totaling $7,153.90 and Dated May 18, 2009

PAYROLL WARRANTS: Dated May 19, 2009

COUNTY COMMISSIONER’S BRIEFING: The
following items were mentioned:
•The groundbreaking for the Dove House,
a home for victims of Domestic Violence,
is this week.
•There is a Marine Resources Committee
Potluck/Community Get-together in the
West End next Saturday.
RESOLUTION TO CLARIFY WORKWEEK
REDUCTION: This resolution allows salaried
employees who are paid from the General Fund
and are subject to the 6.25% budget reduction in
pay from May through December, 2009, to
benefit from the provisions of SB6157 regarding
their pension contributions.
WRIA 20 AGREEMENT: This interlocal
agreement is between the initiating governments
involved in the Water Resource Inventory Area
20 process and includes Jefferson County;
Clallam County, the Makah Tribe, the Quileute
Tribe, the Hoh Tribe and the City of Forks. The
plan, approved by the Jefferson County and
Clallam County Commissioners on November 5,
2008, directs that the unit form an Implement-
ation Body to move forward with the
development of a detailed plan which prioritizes
the recommended actions in the watershed plan.
The agreement establishes this body.
