HomeMy WebLinkAbout06-02-09Board’s Official Business Highlights from Tuesday’s Commissioner Meeting June 2, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens in attendance at the meeting: a citizen stated his concerns about the State DOE’s WRIA 17 Instream Flow Rule including the fact that the cost/benefit analysis is based on a strong economy which is no longer the case; a person said that in his opinion a fiscal analysis needs to be done to show that a proposed Equestrian Park on County-owned property will provide revenues to offset the revenues that the County would receive annually on the timber harvest from the property; three people requested that the Board appoint an advisory board of successful business people in the County to address economic development because economic development is mandated in the Growth Management Act; two people gave their opinions about the Sunshine Forum on the draft Shoreline Master Program Update; two people stated that they are pleased that the topics to be discussed during the County Administrator’s Briefings on Monday afternoon are being listed on the Board’s agenda. CONSENT AGENDA: The Consent Agenda was approved as presented. HEARING NOTICE: Ordinance No. 05-0427-09 enacting a moratorium against the issuance of permits or approvals pertaining to adult businesses; Hearing scheduled for Monday, June 22, 2009 at 10:00 a.m. 2 AGREEMENTS: 1) East Quilcene Road Power Pole Relocation with Puget Sound Energy, and, 2) Tarboo/Dabob Bay Acquisition and Restoration Co-Sponsorship Grant with the Nature Conservancy and State Department of Fish and Wildlife EASEMENT: Utility easement along portion of Beausite Lake Park property with Puget Sound Energy CERTIFICATION OF SPONSOR FUNDING MATCH: Letter to the Washington Wildlife and Recreation Program, Farmland Preservation for the Finnriver Farm Project; Kammie Bunes, Grants Manager, Recreation and Conservation Office COMMENT LETTER: Proposed East Jefferson land exchange between Pope Resources and the State DNR to Peter Goldmark, Washington State Commissioner of Public Lands LETTER OF SUPPORT: Reissuance of Port Townsend Paper Corporation’s Title V Air Operating Permit and Modified Order to Marc Heffner, P.E., Washington State Department of Ecology PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated May 19, 2009 totaling $218,946.22 UPDATE ON 4-H YOUTH PROGRAMS/ FUNDING FOR WSU EXTENSION PROGRAMS: Due to WSU budget cuts, WSU Extension has had to reevaluate their priorities. Their programmatic priorities are 4-H Youth Leadership, water quality, and economic development. They also plan to continue technology and life long learning programs even though the computer lab is closing. Secure Rural Schools funding currently funds forestry education programs and they plan to submit a proposal to the Resource Advisory Committee for a grant to fund the Quilcene Trail Program for 6th through 12 graders.th 2009 COMPREHENSIVE PLAN AMENDMENT DOCKET: The recommendation of the Planning Commission is to include the Industrial Land Bank amendment on the 2009 docket. DCD staff recommends that the amendment not be docketed because currently they do not have the resources to complete the work on the project. Additionally, there is a already a process in place in the code that allows for Major Industrial Developments. The Board concurred with the staff recommendation and directed them to schedule a public hearing on setting the 2009 final Comprehensive Plan docket. WRIA 17 INSTREAM FLOW RULE: DOE will hold a public hearing on the draft instream flow rule on June 25 at Fort Worden State Park. The comment period deadline is July 10. The County is concerned about the rule limiting the amount of water for new residences and agricultural lands in the Chimacum basin. The Board directed staff to draft a comment letter for their review before June 22.
