HomeMy WebLinkAbout06-09-09Board’s Official Business Highlights from Tuesday’s Commissioner Meeting June 9, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens at the meeting: a citizen stated his concerns about the County’s annual expenditure for T-1 lines; a person suggested that the intersection at Landfill Road and Jacob Miller Road be reconfigured; a citizen stated in his opinion the City and the County have an anti-business bias; a person commented that he is pleased to see the discussion items for the County Administrator’s Briefing listed on the agenda; a citizen stated that he thinks there won’t be as much State and Federal grant money available in the future; a person stated his concerns about an action the Commissioners took regarding their State Retirement Fund; a person stated that he thought the Hood Canal Bridge Opening Celebration was very successful; and a citizen suggested that the County may want to look into a different method for chip sealing the bridge on Gardiner Road. CONSENT AGENDA: Two agreements with Qwest for T-1 lines to provide network data connections to Castle Hill and the Sheriff’s Office were deleted and the balance of the Consent Agenda was approved. HEARING NOTICE: 2009 Final Docket for the Suggested Comprehensive Plan Amendment #MLA07-00104, Industrial Land Banks; Hearing scheduled for 11:30 a.m. on Monday, June 22, 2009 2 AGREEMENTS: 1) Ground water monitoring with PUD #1of Jefferson County, and 2) Northwest Straits Project; Jefferson County Marine Resources Committee Administration and Action Projects with State DOE PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated May 28, 2009 totaling $1,000.00 RECOMMENDATION ON 2009 CONSERVATION FUTURES PROJECTS: The Conservation Futures Citizen Oversight Committee received and reviewed three applications for funding this year: the Brown Dairy Project, the 2009 Quimper Wildlife Corridor, and the Tarboo Wildlife Preserve East Side Addition. The Committee voted to fully fund the Brown Dairy Project and the 2009 Quimper Wildlife Corridor project including funds for operations and maintenance. There was a split vote on the Tarboo Wildlife Preserve and, per their bylaws, the funding for the project was not included in their recommendation. HEARING ON 2009 CONSERVATION FUTURES FUNDING: After taking testimony on the 2009 Conservation Futures projects, the Board awarded full funding from to the Brown Dairy Project; the 2009 Quimper Wildlife Corridor and the Tarboo Wildlife Preserve East Side Addition. CERTIFICATION OF SPONSOR FUNDING MATCH FOR BROWN DAIRY PROJECT: After awarding Conservation Futures funding to the Brown Dairy Project, the Chair signed a letter certifying a sponsor funding match to be sent to the Washington Wildlife and Recreation Program for farmland preservation. AUTHORIZATION TO ENTER INTO TRUST LAND TRANSFER LEASES WITH THE WASHINGTON STATE DEPARTMENT OF NATURAL RESOURCES: The Board approved a resolution authorizing the Chair to sign three 50-year Trust Land leases with DNR referred to as 1) the Quimper Peninsula East Trust Land Transfer; 2) the Quimper Peninsula West Trust Land Transfer; and, 3) the Thorndyke Trust Land Transfer. STEWARDSHIP AGREEMENT FOR LEASED TRUST LAND: After authorizing the Chair to sign the three Trust Land leases, the Board entered into a stewardship agreement with Jefferson Land Trust for monitoring of the properties. RESPONSE TO LETTER FROM POINT NO POINT REGARDING MYSTERY BAY: The Board signed a letter to the Tribes acknowledging that Jefferson County will participate in any government to government consultation regarding the potential shellfish closure in Mystery Bay due to water quality. ADDITIONAL COMMENTS ON PORT TOWNSEND PAPER PERMIT: Last week the Board sent a comment letter to DOE on the PTPC Title V Air Operating Permit. This week they took action to submit a second comment letter that concurred with the recommendations of the Olympic Region Clean Air Agency.
