Highlights from Tuesday’s Commissioner Meeting June 16, 2009
PUBLIC COMMENT PERIOD: The following
comments were made by citizens at the
meeting: a property owner stated that he and
some of his neighbors gave the County
easements across their property for the
Larry Scott Trail which has become a portion
of a national scenic trail without any
notification to the property owners and he is
concerned about liability issues; several
residents of Port Ludlow asked the Board to
reverse their current position on the Pope
Resources/Department of Natural Resources
land exchange and support the original
proposal; a member of the County Ferry
Advisory Committee reminded people that
there is a State Ferry Commission meeting
in Port Townsend and one of the items on
the agenda is review of the current ferry
reservation process; several people stated
that they think the Board should support the
changes made by the Planning Commission
in the latest draft of the Shoreline Master
Program (SMP) because the Planning
Commission made a good faith effort to
address the concerns raised by shoreline
property owners; and a citizen noted that he
is concerned about how the regulations in
the SMP will affect property values and the
long-term financial sustainability of Jefferson
County.
CONSENT AGENDA: All of the items on the
Consent Agenda were approved as
presented.
AGREEMENTS: 1) Nursing services for
school based health center with Jefferson
Healthcare; 2) Mental health and substance
abuse treatment services with the State
Office of Financial Management; 3)
Collective Bargaining and Welfare Trust
Subscription for Commissioned Deputies;
January 2009 through December 2014 with
Teamsters Local Union #589; 4) Center
Road Overlay Project, Phase 4 with
Lakeside Industries, Inc.; 5) Engineering and
design services for transfer station water main
extension with Northwest Territories, Inc., and;
6) Repairs to Oak Bay Road with KPFF
Consulting Engineers
PAYMENT OF JEFFERSON COUNTY
VOUCHERS/WARRANTS: Dated June 8,
2009 totaling $557,910.19
PAYMENT OF JEFFERSON COUNTY
PAYROLL WARRANTS: Dated June 5, 2009
totaling $725,383.54 and A/P warrants done
by Payroll dated June 5, 2009 totaling
$620,471.77
T1 LINE LEASES WITH QWEST: The leases
are for T1 lines that provide network data
connections to the County facilities at Castle
Hill Mall and the Sheriff’s Office. The Board
had some questions about whether DSL is
more efficient and/or less expensive.
Information Services staff compared DSL and
T1 services and discussed how each would fit
the County’s needs. They recommend the
continued use of T1 lines this year and
described it as “mission critical.” They are
looking into microwave as an alternative.
Research was done a few years ago on fiber
optic lines which would be the preferred
alternative but installation is costly and would
not be possible right now due to reduced
County revenues and budget cuts.
PROCLAMATION: The Board signed a
proclamation designating the week of June 22,
2009 as Amateur Radio Week. There will be a
field day exercise on June 26-28 at Old Fort
Townsend State Park with an additional public
awareness station at Pope Marine Park in Port
Townsend. The public is invited to attend.
THANK YOU LETTERS: The Board took
action to sign letters thanking all the agencies
that contributed to the Hood Canal Bridge
closure mitigation.
