HomeMy WebLinkAbout07-07-09Board’s Official Business Highlights from Monday’s Commissioner Meeting July 7, 2009 PUBLIC COMMENT PERIOD: The following comments were made by citizens at the meeting: the owner of Security Service Northwest invited the Board and County Administrator to the company picnic in August; the legal counsel for Fred Hill Materials, Inc. requested that the Board make a decision to approve, deny, or refuse to comment with a written explanation on the FHM’s proposal to designate the Pit-to-Pier Project as an Industrial Project of Statewide Significance; a person stated that in his opinion the County needs to do research on current technology for the Sheriff’s T-1 line phone system upgrade instead of renewing the contract; a constituent who put in a Public Records Request asked for the procedure that was followed in 2008 to keep the County Commissioner’s incoming and outgoing emails; and a citizen thanked the Commissioners for doing a great job. CONSENT AGENDA: The resolution regarding the adoption of the Jefferson County-City of Port Townsend Comprehensive Emergency Management Plan was deleted from the Consent Agenda and the balance of the items were approved. HEARING NOTICE: 2010-2015 Transportation Improvement Program; Hearing scheduled for Monday, July 27, 2009 at 10:00 a.m. in the Commissioners’ Chambers 5 AGREEMENTS: 1) Scale software and maintenance with Paradigm Software, LLC; 2) Amendment to agreement regarding the Duckabush and Dosewallips Comprehensive Flood Hazard Management Plan with HDR Engineering, Inc.; 3) Emergency Management Grant Assistance Funds with the Washington State Military Department; 4) Sheriff T-1 line phone system upgrade with Qwest Corporation; and, 5) Collective Bargaining and Welfare Trust Subscription; January 2009 through December 2013 for Jefferson County Public Works with Teamsters Local Union #589 MEMORANDUM OF UNDERSTANDING: Individual Placement Program between Jefferson County Public Health and Washington Service Corps Health Care Access (Americorps) REQUEST TO CONVENE: Jefferson County Board of Equalization for the purpose of hearing property tax appeals for 2009 COMMENT LETTER: In-stream Flow Rule for Water Resource Inventory Area (WRIA) 17 (Quilcene-Snow Watershed) to the State Department of Ecology LETTER OF SUPPORT: Expansion of healthcare services for Kitsap and Olympic Peninsulas to the VA Puget Sound Health Care System PAYMENT OF JEFFERSON COUNTY VOUCHERS/WARRANTS: Dated June 22, 2009 totaling $273,904.61 PAYMENT OF PAYROLL AND A/P WARRANTS: Dated June 19, 2009 totaling $91,056.72 and A/P warrants done by Payroll dated June 19, 2009 totaling $116,579.07 and dated June 24, 2009 totaling $15,785.79 ADOPTION OF COUNTY/CITY EMERGENCY MANAGEMENT PLAN: The Board revised the language in the plan to allow a majority of the Board to take action to declare an emergency rather than requiring a unanimous vote and then approved the revised Jefferson County-City of Port Townsend Comprehensive Emergency Management Plan. AUTHORIZATION TO INVITE BIDS: The Board was updated on the timeline for the Port Hadlock Wastewater Facility. They approved an invitation for bids for membrane bioreactor (MBR) equipment and design services. The bids will be accepted until 9:30 a.m. on Monday, August 3, 2009 and opened and read publicly at 10:00 a.m. in the Commissioners Chambers. LETTER OF SUPPORT FOR FUNDING: The Board approved and signed a letter requested by the Jefferson County Community Network to the State Division of Alcohol and Substance Abuse in support of a State and Community Prevention Performance Grant application to the US Department of Health and Human Services. COUNTY LIAISON ON PORT TOWNSEND CD/LU COMMITTEE: The Board designated Commissioner Johnson as County liaison on the Port Townsend Community Development/Land Use Committee regarding issues pertaining to the potential Public Development Authority.
