Highlights from Monday’s Commissioner Meeting July 21, 2009
PUBLIC COMMENT PERIOD: The following
comments were made by citizens at the
meeting: two people thanked the retiring
Deputy Clerk of the Board for twenty years of
service to the County; and a citizen stated that
he thinks there are pluses and minuses with
the current economic situation and hopefully
County residents will become more self-
sufficient and start caring more about other
people.
CONSENT AGENDA: The Board approved all
the items on the Consent Agenda.
EASEMENT: For access, operation and
maintenance of the JeffCOM 911 Coyle Road
Communications Facility with Wayne E. &
Pamela J. Vettleson, Grantors
11 AGREEMENTS: 1) Swansonville Road
Guardrail Project No. CR18929 with Pan Arctic
Contractors, Inc.; 2) Sheriff phone system
upgrade with Qwest Corporation; 3) Foster
Care Public Health Nurse Services (Passport);
with State DSHS; 4) Developmental
Disabilities Services Program with State
DSHS; 5) Chemical dependency prevention
and intervention services with State DSHS; 6)

COMMISSIONERS BRIEFING SESSION: The
Commissioners reported on the following
subjects:
•Commissioner Austin met with the
Commissioner of Public Lands about the
State DNR/Pope Resources land
exchange in Port Ludlow last week.
•Chairman Sullivan was one of the people
stranded on Whidbey Island on Saturday
night because the Port Townsend Ferry
run was cancelled due to high winds.
•Acting Interim County Administrator Al
Scalf reported that there will be a benefit
concert at the American Legion on
Tuesday night and all proceeds will go to
the homeless shelter.
APPOINTMENT TO THE FERRY ADVISORY
COMMITTEE: After interviewing Lisa Lynes, the
Board appointed her to an unexpired term on the
Jefferson County Ferry Advisory Committee.
Her term expires February 26, 2011.
WASHINGTON STATE FERRY ADVISORY
BOARD UPDATE: The State Legislature has
approved the WSFS Thirty Year Operational and
Capital Plan. The three “Island Home” vessels
are the only new boats funded. One vessel is
under construction now for the Port Townsend-
Keystone run and they will be going out to bid on
the other two by the end of the summer. In the
plan, all the ferry routes will maintain the current
service except for larger vessels to be put on the
Bremerton and the San Juan Island routes.
There are no plans to update the terminals
although minor repairs will be done. The
Legislature is being tasked this year with
creating a dedicated funding source for WSFS.
A 2.5% fare increase will go into affect in
October and they are looking at a 10% super-
surcharge for summer travel. They are planning
to go to a reservation system on all routes within
the next few years.
