Highlights from Monday’s Commissioner Meeting September 9, 2009
PUBLIC COMMENT PERIOD: The following
comments were made by citizens in attendance at
the meeting: A citizen stated there is a need for
the placement of sanicans near the Quilcene
River; the Board was invited to attend the
Quilcene Fair and Parade to be held on
September 19 and a suggestion was made thatth
certain County parks be closed during the winter
months; three citizens commented on the proposal
to merge a portion of the Gardiner area of
Jefferson County Fire District #5 with Clallam
County Fire District #3; another citizen
commented on the World Health Organization
Report on the Swine Flu and suggested that
alcohol wipes be placed in public locations to
prevent it from spreading; a citizen stated that the
County’s process for reviewing the Shoreline
Master Program (SMP) is confusing to the public
and the definitions in the SMP need to be
identified for consistency and clarity.
CONSENT AGENDA: The Board approved all the
items on the Consent Agenda as submitted with a
correction to item #1 noting that the cash box
amount is intended to be $500.00 rather than
$50.00.
RESOLUTION: Authorizing a New Cash Box in
the Amount of $500.00 for Jefferson County
District Court
4 AGREEMENTS: 1) Individual Supported
Employment for Adults with Developmental
Disabilities with Skookum Corporation; 2) Conduct
JEFFCOM Organization Assessment Interviews
with David Goldsmith; 3) School-Based Health
Care with Kitsap Mental Health; and 4) Water
Resource Inventory Area 17 Planning Unit
Facilitator with Blackmore Consulting, LLC
GRANT APPLICATION for Small Communities in
Rural Counties; SR19/Prospect Avenue
Signalization Project; Washington State
Department of Transportation
Payment of Vouchers/Warrants: Dated August
19, 2009 totaling $2,598.45 and dated August 24,
2009 totaling $295,718.06
Payment of Payroll Warrants: Dated August 20,
2009 totaling $87,064.45 and $15,111.67
COMMISSIONERS BRIEFING SESSION:
Commissioner Sullivan:
- Reported there were no changes in the Port
Commissioner Race
- The Jefferson Transit Audit went well
- O3A has a new Finance Director and is currently
undergoing an audit
Commissioner Austin:
- A second Deputy Sheriff has been hired to work
in the West End of Jefferson County
Commissioner Johnson:
- On Wednesday he will be attending an Olympic
Air Pollution Control Authority meeting in Olympia
- On Sunday he will be staffing a booth for the
Marine Resources Committee at the Wooden
Boat Festival
County Administrator Philip Morley:
- After tonight’s hearing on the SMP the Board will
hold deliberations over the next month. It is
anticipated that the SMP will be submitted
to the State Department of Ecology by the end of
October.
RESOLUTION: After a presentation given by
Public Health staff, the Board approved a
Resolution to establish the North Pacific Coast
Marine Resources Committee in partnership with
Clallam County.
ENERGY CONSERVATION GRANT
APPLICATION: After discussing grant
opportunities through federal stimulus funding, the
Board authorized that three Energy Efficiency
Conservation Grant applications be submitted
jointly with the City of Port Townsend to the
Washington State Department of Commerce and
that the County Administrator be authorized to
provide letters of commitment on behalf of the
County.
PLANNING COMMISSION APPOINTMENT: The
Board appointed Andrew Reding to serve as a
District No. 1 representative on the Planning
Commission for a four year term.
PROPOSED SHORELINE MASTER PROGRAM
(SMP) HEARING: The Board held a hearing at
6:00 p.m. in the Superior Court Courtroom to take
public testimony on the Planning Commission’s
final draft of the Shoreline Master Program (SMP).
Deliberations on the SMP will be held by the Board
on September 14, 21 and 28, 2009 in the
Commissioners Chambers.
