Highlights from Monday’s Commissioner Meeting September 29, 2009
PUBLIC COMMENT PERIOD: The following comments
were made by citizens in attendance at the meeting: A citizen
commented on the Shoreline Master Program (SMP) and the
impact the Board’s decisions will have on shellfish growers;
two citizens commented on the Courthouse break-in last
Friday and expressed concerns that additional security
measures need to be put in place and offered their
professional services to assist the County in this effort;
another citizen spoke about the local economy and the need
for the Board to support and encourage new businesses
through zoning and development regulations; a citizen
questioned why the Board is considering a separation
agreement that includes severance pay for the JeffCOM
Director who recently resigned (Consent Agenda Item #17).
CONSENT AGENDA: The Board approved all the items on
the Consent Agenda as submitted.
3 RESOLUTIONS: 1) Implementing the Statewide Salmon
Recovery Strategies through the Hood Canal Coordinating
Council (HCCC) Lead Entity; 2) Authorizing Submission of a
2009-2011 Washington State Historic County Courthouse
Rehabilitation Grant Application for the Jefferson County
Courthouse Historic Roof Structure Rehabilitation Project;
and 3) Vacation of a Portion of Platted Patison Street, Joyce
Murphy, Petitioner
16 AGREEMENTS: 1) Retaining Wall Anchor Installation and
Testing Services for Oak Bay Road Repair Project with T-OZ
Construction, Inc.; 2) Northwest Straits Project for Marine
Resources Committee with Gabrielle LaRoche; 3) Trading
Partner Electronic Data Interchange with DSHS; 4) School
Nurse Corps Program with Olympic Educational Service
District #114; 5) Water Resource Inventory Area (WRIA) 17
Planning Unit Phase 4 Quilcene/Snow Watershed
Implementation with Brisa Services; 6 & 7) Washington
Wildlife Recreation Program Projects Conservation
Easements on Brown Dairy (#6) and Finn River (#7) in
Partnership with Jefferson Land Trust with Washington State

ADVISORY BOARD RESIGNATION: Lodging Tax Advisory
Board Member Crystal Hudson representing the Inn at Port
Hadlock
2 ADVISORY BOARD APPOINTMENTS: Miriam Villiard to
serve an unexpired three year term expiring July 23, 2010 on
the Lodging Tax Advisory Committee representing the Inn at
Port Ludlow; and Phyllis Schultz to serve an unexpired four
year term expiring April 13, 2013 on the Conservation
Futures Citizen Oversight Committee
Payment of Vouchers/Warrants: Dated September 21,
2009 Totaling $507,071.15
Payment of Payroll Warrants: Dated September 18, 2009
totaling $88,536.30 and totaling $15,365.22
COMMISSIONERS BRIEFING SESSION:
Superior Court Clerk Ruth Gordon was present to discuss the
recent Courthouse break-in and damage to her office. She
explained that court documents are safely protected and
preserved electronically so that they can be reproduced if
paper copies are damaged or destroyed. Her primary
concern is employee safety and the privacy of people who
conduct business in Court. Courthouse security is minimal.
Protocol needs to be established and security systems put in
place. As suggested by Ruth Gordon, Commissioner
Johnson volunteered to serve as a member of the Courthouse
Safety Committee and attend monthly meetings and
Commissioner Sullivan offered to talk with her staff about the
incident.
Commissioner Austin:
- On Wednesday he will be attending a meeting in Forks on
the transfer of the Hoh River Road to the Federal
Government.
Commissioner Johnson:
- He is coordinating meetings with State representatives to get
support for the Center for Historic Preservation at Fort
Worden.
Commissioner Sullivan:
- Friday he will be attending the Peninsula Regional
Transportation Planning Organization Legislative Steering
Committee. The group is preparing to lobby for regional
transportation issues.
- Clallam County Commissioners are willing to provide a letter
of support for the transfer of the Hoh River Road to the
Federal Government.
County Administrator Philip Morley:
- He will schedule meetings with Joe D’Amico and Bill Miller to
discuss Courthouse security and coordinate efforts with
Facilities staff, Elected Officials and other community
members.
- The JeffCOM Board of Directors have designated Sheriff
Tony Hernandez as the interim JeffCOM director until a
replacement is hired.
- At the end of October the JeffCOM Board of Directors will
hold a retreat on long-range strategic planning.
- A separation agreement for officials at certain levels is
standard practice for Risk Management purposes.
PARKS and RECREATION DIVISION ADJUSTMENTS FOR
2009 and 2010: Public Works Director Frank Gifford and
Parks and Recreation Manager Matt Tyler were present to
update the Board on the Parks and Recreation Service Plan
for 2009 and 2010.
HOUSING ACTION PLAN - CITY AND COUNTY
PROPERTIES INVENTORY RESOLUTION: The Board
approved a Resolution establishing the Housing Action Plan
Network affordable lands inventory.
SHORELINE MASTER PROGRAM DELIBERATIONS: The
Board deliberated on the Shoreline Master Program (SMP)
with Department of Community Development staff. A
representative from the Department of Ecology was also
present. The Board will continue to deliberate on the SMP
during a Special Meeting scheduled for Thursday, October 1,
2009 at 11:00 a.m. in the Commissioners’ Chambers.
